Summary/Abstract: Under the public administration reform (PAR) pillar of the European Union’s conditionality for the Balkans, the EU puts a strong emphasison the improvement of the aspirants’ policy development and coordination practices. Yet the governments of the region are not pullingtheir weight. Recent external monitoring eorts reveal very poor results in this reform area across the Balkans, with few positive countryexamples. To help improve the situation, the European Commission should ‘mainstream’ its requests for quality policymaking across thesectoral policies in which it monitors and supports the work of the region’s governments.
