Summary/Abstract: This current policy paper is the first in a series which the Netherlands Institute for Multiparty Democracy will make available to the stakeholders of Ukrainian democracy: political parties, NGOs, international organizations and students of democratization. It addresses one of the most salient aspects of political debate of the recent, not only in Ukraine, but elsewhere too: that of the relation between money and politics. The author of the paper has taken a thorough look at existing shortcomings of the current system and practice of political finance and has come up with a number of recommendations. We hope they will be taken up for consideration by political actors in Ukraine. We also hope that it will be a useful addition to the debate on how to strengthen democracy in Ukraine and ensure that all democratic political forces, regardless of their funding levels, will have equal opportunities to win votes based on their policy ideas, in a free, competitive and transparent manner, and that they remain accountable to those who voted for them.
