Summary/Abstract: The following text was written in October 2010 for the lecture of the Association for International Issues Political, economic and strategic context of the Cheonan incident. In connection with the events of November 23 – i.e. the North Korean artillery shelling of the South Korean military base on Yongpyong Island – some of the conclusions he reaches become relevant again. This is mainly due to the fact that neither South Korea nor its American ally and protector can essentially respond militarily to North Korean provocations. This situation has persisted on the Korean Peninsula for several decades, and allows the DPRK to basically provoke or increase tensions in the area at any time, knowing that it will get away with essentially no consequences, aside from economic sanctions and diplomatic protests.
