Summary/Abstract: A number of evaluations of the post-Lisbon institutional order of the European Union (EU) state that the main winners of the changes are the European Parliament and the European Council, while the influence of the European Commission is declining. This briefing paper will highlight the main Lisbon institutional innovations of the Council and the European Council and their evolution roles, focusing on to what extent this development was determined by the new primary legal setting and to what extent by political developments within the EU. Despite the expectation that the Treaty of Lisbon will bring finality to the institutional architecture, there are now considerations about further changes to the basic EU treaties. They build, among other things, precisely on the experiences with the post-Lisbon order.
