Summary/Abstract: Public procurement in the Republic of Serbia, and especially in the countries of the European Union, represent one of the most important instruments of public spending at all levels of government - from national to local. In this sense, public procurement has multiple importance - from financial, as one of the most important segments of the expenditure side of the budget, through political, as one of the necessary and most important instruments for achieving the goals of public policies, to the economic embodied in the principle of "best value for money", i.e. the procurement of goods, goods and services of the best quality for the determined money within the deadlines and in a way that enables efficient and effective satisfaction of the needs of the client, its users and, ultimately, and of all citizens.
