Summary/Abstract: Ethnical misunderstanding, disagreement and conflicts on internal or interstate level might happen as a result of inequality of the national majority and ethnical minorities civil rights (economic, political, cultural, etc.) in the process of formulation and implementation of the state policy of a country. This thesis is aims at clarifying the applicability of the above criteria of aggressiveness to Romania of today (December, 1989 - beginning of 1992).
