Summary/Abstract: Institution of Human Rights Ombudsman of Bosnia and Herzegovina was established by Dayton Peace Agreement. Originally, this system of protection of human rights and freedoms, and of the principle of good governance and the rule of law operated through three ombudsman institutions in B&H: Ombudsman of the Federation of B&H, Ombudsman of the Republic of Srpska and Ombudsman of B&H. Amendments to the Law on Ombudsman for Human Rights in Bosnia and Herzegovina in 2006 established a single independent Ombudsman Institution for Human Rights at the State level. The competencies of the ombudsman are defined by the Law on Ombudsman for Human Rights as well as some special laws, such as the Anti-Discrimination Law, the Law on Ministerial and Government Appointments, the Law on Administrative Procedure, the Law on Administrative Disputes. There are many competencies given to the institution of ombudsman, but their activities are still confined to the issue of a legally non-binding recommendation. This paper provides an overview of the jurisdiction of the ombudsman, which has been given by the general and special laws, draws attention to those that are not used and that could result in legally binding decisions and provides some recommendations for improving the efficiency of the institution and increasing the degree of complying with the recommendation.
