Summary/Abstract: Instituition of Human Rights Ombudsman of Bosnia and Herzegovina (Ombudsman B&H) was established by Dayton Peace Agreement and underwent structual changes upon adoption of the Law on Human Rights Ombudsman. The Ombudsman reform was finalized in 2010, and entity Ombudsman institutions have ceased to operate. Ombudsman B&H celebrated 20 years of its establishment last year. However, the institution and society haven't evolved much in those years. There are still low democratic standards in the country and human rights are being violated. The institution showed low effectiveness in the past period. Even though the reports of Ombudsman B&H and those of European Commission claim low financial and human resources impacting institution, comparative analysis concerning ombudsman's institutions in Finland, Croatia and Serbia has showed that Ombudsman B&H has similar capacity concerning budget and combatively larger number of field offices. Conclusion is that Ombudsman B&H has to do more on quality of its institution instead of quantity in order to improve its credibility. Ombudsman B&H should do more on improvement of its performances and integrity. Establishment and strengthening of independency of Ombudsman B&H should be improved. High professional and moral standards of ombudspersons and institution’s personnel should be key task in the future, also high legal professionals with court experience should be employed rather than other professions. Reducing of field offices could help on budget saving. Promotion of projects and benefits that Ombudsman B&H has to offer to the citizens should be in the focus of the institution in the future, as well as its permanent presence in the media.
