Summary/Abstract: The decentralized system of health organizing of the Federation of Bosnia and Herzegovina, based on the autonomy of the cantons in the exercising and allocationing of funds from the mandatory health insurance has resulted in significant differences in both the scope of the rights of insured persons to health care and in terms of access to health care. The differences in the realization of funds from mandatory health insurance by cantons are caused by differences in the coverage of the population with health insurance, unevenly rates and bases for calculation of contributions, number of employees and the amount paid.
