Summary/Abstract: In this article, the author analyzes the contens of the principles of European Administrative Space which are significant for the functioning of the public administration in Member States of the European Union. The importance of these principles was observet in relation to lawful activity of the administration. The acceptance of the principles of European Administrative Space in one of the conditions for the admission of the non-EU states to the European Union. The non member states, in order to become EU Member States, must carry out a reform of their public administration. Bosnia and Herzegovina, in regards to the contents of European Administrative Space, only slightly reformed its public administration. The core reason for failure in this area, according to the author is in the non-functional constitutional structure of Bosnia and Herzegovina. Thus, in order to achieve a notable reform of public administration in Bosnia and Herzegovina, it is necessary to beforehand modify its constitution.
