Summary/Abstract: This report sets out to define the international role in Bosnia and the path towards completing the peace implementation mission. It suggests that, with the right focus of international efforts, the core Dayton agenda can be completed within the next 2-3 years, leaving European institutions to tackle the longer term task of transforming Bosnia as post-communist state and integrating it into the European Union.
