Summary/Abstract: Six years after the end of the fighting in BiH, and despite possibly the largest amount of democratization assistance per capita ever spent in one country, the international mission to BiH has arrived at this paradoxical conclusion: What Bosnia and Herzegovina needs is not democratic domestic politics, but government by international experts.
