Abstract. Contrary to other successor states of the former Yugoslavia, Macedonia has achieved independent statehood and democratic consolidation without major warfare. Macedonia’s reforms have been focused simultaneously on state building as well as legal and economic reform. Macedonian political elites have established practices of interethnic power sharing but are now faced with the challenges of Euro-Atlantic integration and the Greek objections to their country’s name. Macedonia was not invited to join NATO at the Bucharest Summit in April 2008. Athens insists that Macedonia must add a “qualifier” to its name in order to differentiate the country from the northern province of Greece bearing the same name. At the snap elections held in June 2008, the conservative Internal Macedonian Revolutionary Organization – Democratic Party of Macedonian Unity (VMRO-DPMNE) single-handedly won more than half of the seats in parliament – 63 out of 120 deputies, and formed a new coalition with the strongest ethnic Albanian party, the Democratic Union of Integration (DUI).

Abstract. The Republic of Macedonia has maintained a policy with regard to the new Kosovar state that is heavily influenced by the actors on the international scene, and first of all the United States. Macedonia has moved from a de facto recognition via the establishment of a state border to formal recognition, which coincided with its rejection of the Serbian bid at the UN Security Council to support its appeal of the International Court of Justice. The author sees Macedonia’s situation severely weakened, as it risks positioning itself between two adversaries, Serbia and Greece, with possible negative consequences regarding the name issue and its economic and infrastructural ties. Beyond this, the author points to the potentiality that Kosovo’s independence might trigger a destabilizing domino effect within other multiethnic settings in the region. The conflict in the Caucasus, the EU’s internal crisis, and the financial crisis add further momentum to these destabilizing potentialities.

Due to variety of positive impacts, each country is interested in developing tourism. This paper disentangles the economic impacts of tourism industry in Macedonia and makes an attempt to assess the contribution to the economic development. So, some commonly applied economic parameters are addressed. Moreover, different types of analysis are performed, based on available sources of secondary data supplemented by descriptive statistics. The data set spreads overa twenty year horizon, covering the period from 1991 to 2010. Finally, the research underscores the necessity for continuous analysis of tourism economic impacts as an important consideration for creating sustainable development strategy.

Abstract. The paper focuses on the impact of the Ukrainian crisis on the Republic of Macedonia. It analyzes the official, popular, and economic responses in order to assess whether the Macedonian state and society have articulated rational policy choices and stances with regard to the new international constellations. The basic assumption of the analysis is that Macedonia, as a weak state, has nothing to say or do with respect to such dramatic international developments, and that the society has been engaged in a virtual and internal “Cold War” between West and East, which only deepens the existing societal divide.

Despite the fact that Macedonia achieved independence in a peaceful manner in 1991, its position has been continuously challenged in political, economic and security dimensions ever since. One of them is Islamic fundamentalism. In a country with over 1/3 of the population being Muslims (and still growing) this issue becomes a potential danger in the security dimension. Using a descriptive analysis method, the Author aims to highlight the specificity of Islam in Macedonia and to define the potential or real danger of Islamic fundamentalism in the country.

Local government performance within public sector performance is coming back because local government is faced with the problem of increased responsibilities under tighter budgets. Therefore, the issues of managing taxpayers’ money more efficiently and effectively still remain a challenge for local government decision makers. In addition, increased social inclusion has created a need for increased accountability and transparency towards local government managers. This paper aims to facilitate decision makers as well as local government officials to offer a ranking system of local government units (LGUs/municipalities) in Macedonia by analyzing and normalizing some of the main financial indicators that make up the final annual accounts of all LGUs in Macedonia. The output of this work is a local government index showing the best and worst performing municipalities in the country. The provision of one aspect of LG government performance allows all local government stakeholders to have an overview of the budget spent as well as identify some best practices by comparatively identifying the practices of the best performing LGUs. However, the data availability has narrowed the scope of this performance ranking. We hope that this study will contribute modestly to the existing literature of the performance in the public sector and specifically in that of the local government sector. There is an increasing interest in studies related to public sector performance. However, this interest has been very little in Balkan Countries.
