The expansive monetary policy of the European Central Bank (ECB) is controversial in Germany where it is perceived as a threat to the interests of savers and banks and an attempt to undermine the austerity approach to public finances in the euro area. The arguments formulated in Germany will not, however, persuade the ECB to change course: the easy money policy will continue. This raises the chances of euro area growth, which is also important for the Polish economy because it is highly dependent (e.g., exports) on single-currency markets.

Krytyka taniego pieniądza: Niemcy wobec polityki monetarnej EBC

Ekspansywna polityka pieniężna Europejskiego Banku Centralnego budzi wiele kontrowersji w RFN. Niemcy widzą w niej zagrożenie dla interesów oszczędzających i banków oraz próbę podważenia preferowanego przez nich restrykcyjnego podejścia do finansów publicznych w strefie euro. Argumenty formułowane w RFN nie skłonią jednak EBC do zmiany kursu: polityka taniego pieniądza będzie kontynuowana. Dzięki temu rosną szanse na podtrzymanie wzrostu w strefie euro, co jest istotne również dla gospodarki Polski, w wysokim stopniu zależnej – np. przez eksport – od rynków wspólnej waluty.

Italian Prime Minister Giuseppe Conte resigned on 20 August. The government of the Five Star Movement (M5S) and the League collapsed because of Deputy Prime Minister Matteo Salvini’s preference for early elections. His party, the League, leads in polls; however, the fears of a League government, seen as potentially deepening the conflict with the European Commission (EC) and weakening the economy, spurred the creation of a coalition between M5S and the Democratic Party (PD). The new government will stop confronting EU institutions and openly criticizing the EU sanctions against Russia.

20 sierpnia br. premier Giuseppe Conte podał się do dymisji. Upadek rządu Ruchu Pięciu Gwiazd i Ligi był następstwem dążenia wicepremiera Matteo Salviniego do przeprowadzenia przedterminowych wyborów. Według sondaży Liga, której jest on liderem, miała szansę na zwycięstwo. Jednak obawy przed jej rządami, pogłębieniem konfliktu z Komisją Europejską i kryzysem gospodarczym doprowadziły do powstania nowej koalicji M5S z Partią Demokratyczną. Zmiana rządu oznacza odejście od konfrontacyjnej postawy Włoch względem instytucji UE i od otwartej krytyki sankcji UE przeciwko Rosji.

Po wyjściu z traktatu INF USA planują wprowadzenie do służby pocisków bazowania lądowego o zasięgu 500–5500 km. Jeszcze w trakcie pierwszej kadencji prezydenta Trumpa możliwe jest podjęcie rozmów o ich dyslokacji z azjatyckimi i europejskimi sojusznikami. Opracowanie większości tego typu pocisków zajmie co najmniej kilka lat i już wywołuje kontrowersje, m.in. w Kongresie oraz w NATO. Rosja będzie starała się zapobiec rozmieszczeniu takiej broni, zwłaszcza w Europie, jednocześnie przedstawiając działania USA jako pretekst do dalszej rozbudowy własnego arsenału.

“Reasonable Europe”: Czech Presidency of the Visegrad Group

On 1 July, the Czech Republic took over the rotating annual chairmanship of the Visegrad Group (V4). Like the Slovaks before them, the Czechs will emphasize EU themes in Visegrad cooperation. The Czech position, however, is more restrained towards European integration. The dispute between the European Commission (EC) and the government of Andrej Babiš regarding the spending of EU funds may have a negative impact on the position of the V4 states in the negotiations on the Multiannual Financial Framework (MFF). The Czech presidency is a good opportunity for Poland to develop regional cooperation in the field of security or transport.

1 lipca br. Czechy objęły roczne przewodnictwo w V4. Podkreślają – podobnie jak wcześniej Słowacja – dominację tematyki unijnej we współpracy wyszehradzkiej. Jednak ich stanowisko wobec integracji europejskiej jest bardziej zachowawcze. Spór między Komisją Europejską a rządem Andreja Babiša o wydatkowanie funduszy unijnych może odbić się negatywnie na pozycji państw V4 w negocjacjach wieloletnich ram finansowych. Przewodnictwo Czech stanowi dla Polski dobrą sposobność m.in. do rozwoju współpracy regionalnej w zakresie bezpieczeństwa czy transportu.

The importance of these issues will only grow with the ambitions of authoritarian regimes to control the supply of raw materials and cyberthreats posed by these regimes and non-state actors.

The exit from the nuclear agreement with Iran (JCPOA) deprived the U.S. of the possibility to use UN-legitimised means of pressure. Instead, the U.S. is building pressure through unilateral sanctions that also affect non-American entities. The agreement, however, remains in force. As long as the other participants believe Iran respects it, it is unlikely that the suspended UN sanctions on Iran will be re-imposed. In the long run, the unilateral sanctions will lead to tensions between the U.S. and the EU. The deficit of confidence, also on the part of Iran, will make it difficult to find a way out of the situation.

Wskutek wyjścia z porozumienia nuklearnego z Iranem Stany Zjednoczone utraciły możliwość korzystania z legitymizowanych przez ONZ środków nacisku. W zamian budują presję jednostronnymi sankcjami, które dotykają też podmioty spoza USA. Porozumienie pozostaje jednak w mocy. Dopóki w ocenie pozostałych uczestników Iran go przestrzega, nie można spodziewać się wznowienia sankcji nałożonych na niego przez ONZ. Na dłuższą metę jednostronne sankcje USA doprowadzą do napięć między USA i UE. Deficyt zaufania, także po stronie Iranu, będzie utrudniał znalezienie wyjścia z sytuacji.

Russia’s Approach to the Development of Intermediate-Range Missiles

Russia will present the expected withdrawal of the United States from the Intermediate-Range Nuclear Forces Elimination Treaty (INF) as a step forcing a military response from Moscow. Even if the Russian Federation were to violate the INF by deploying new cruise missiles with a range greater than 500 km, the U.S. withdrawal from the treaty creates opportunity to blur responsibility. In the event of divided opinions within NATO, Russia’s position in arms control might be stronger vis-à-vis Europe and, indirectly, the United States. Moreover, Russia will continue expansion of its arsenal of ground-launched missiles.

Rosja przedstawi spodziewane wyjście USA z Traktatu o eliminacji pocisków krótkiego i średniego zasięgu (INF) jako krok wymuszający jej odpowiedź wojskową. Choć to Federacja Rosyjska złamała INF, rozmieszczając nowe pociski manewrujące o zasięgu ponad 500 km, to wypowiedzenie go przez USA daje szansę rozmycia odpowiedzialności Rosji. W przypadku różnicy stanowisk w NATO jej pozycja w kwestiach kontroli zbrojeń względem Europy i pośrednio wobec USA zostanie wzmocniona. Rosja będzie dalej rozbudowywała zdolności swojego naziemnego arsenału rakietowego.

The results of the first session of the 13th National People’s Congress (NPC, China’s parliament), which concluded on 20 March, confirm the dominant position of Chairman Xi Jinping in its political apparatus. He was elected to the state chairmanship for the second time, and a change to the constitution approved by NPC members even gave him the ability to continue in his position for life. The changes to both the government and highest leadership approved at the central level and confirmed by parliament could indicate attempts to revive the dialogue with the U.S. and EU. The basis for China’s economic policy will be modernisation of its economy through modern technology.

Rezultaty sesji Ogólnochińskiego Zgromadzenia Przedstawicieli Ludowych (parlamentu Chin) zakończonej 20 marca potwierdziły dominującą pozycję Xi Jinpinga we władzach ChRL. Po raz drugi został on wybrany na przewodniczącego państwa, a przyjęta przez deputowanych nowelizacja konstytucji umożliwia mu dożywotnie pełnienie funkcji. Zmiany w rządzie i najwyższym kierownictwie przyjęte na szczeblu centralnym i potwierdzone przez parlament mogą m.in. oznaczać próby ożywienia dialogu z USA i UE. Podstawą rozwoju Chin ma być modernizacja gospodarki, również w oparciu o nowoczesne technologie.
