The goal of this study is to present to the Serbian public the various levels of international relations, in which Moscow is undoubtedly an indispensable player in solving the most pressing global and regional problems and challenges, and on this basis, to encourage debate on whether Russia is a necessary or advantageous partner. Our intention is to analyze the objectives, methods, and effects of Russian soft power in the Western Balkans and Serbia, and based on these findings, to assess whether they are in accordance with what CEAS considers to be in the public interest of the State of Serbia, that being: stabilization, democratization, economic prosperity, and Euro-Atlantic integration.

The importance of the issue of missile defence was underlined at the end of 2012 and in the first few months of 2013 by several events, including Israel’s Operation Pillar of Defence, NATO’s Patriot deployments to the Turkish–Syrian border and the nuclear and missile crisis in North Korea.The report adds to the ongoing discussion about the relationship between missile defence and nuclear deterrence while keeping in mind the vision of a world free of nuclear weapons promoted by the current U.S. administration. The interconnections between missile defence and nuclear deterrence are complicated. While in some cases MD development can lead to a decrease in nuclear arsenals, in some regions it might have a more negative effect of fuelling nuclear arms races. The added value of the report is its wide range: readers will find perspectives on missile defence presented by authors dealing with these issues in not only the transatlantic and European contexts but also in Russia, the Middle East, South Asia and the Far East. Regardless of the various perspectives, contexts and conclusions of the report’s individual chapters, there is no disagreement that missile defence is already influencing the thinking about nuclear weapons and deterrence. It also reveals that the interconnections between missile defence and nuclear deterrence might be more complicated than any idealistic expectations about the former as a substitute for the latter. The role of missile defence in shaping the security environment will only be growing. We encourage every reader to engage in further exchanges of opinions with our staff and all the authors of this report.

Pred vama se nalazi publikacija koja je rezultat realizacije projekta Jačanje uloge profesionalnih udruženja u oblasti pravosuđa u Bosni i Hercegovini - JUP BiH. Projekat je podržala Vlada Velike Britanije, a realizovala ga je Asocijacija za demokratske inicijative (ADI) Sarajevo, tokom četrnaest mjeseci. Cilj projekta bio je jačanje profesionalnih udruženja u oblasti pravosuđa (udruženja sudija, tužilaca, advokata, notara i udruženje medijatora), kao organizacija civilnog društva, koje trebaju aktivnije učestvovati u procesima reforme pravosuđa i uključiti se u šire društvene trendove. Organizacija ADI Sarajevo, doprinijela je jačanju kapaciteta profesionalnih udruženja u oblastima pravde i pravosuđa tako što je, u sklopu ovog projekta, organizovala edukativne programe za predstavnike profesionalnih udruženja, ali i zajednički rad predstavnika u radnim grupama. Jedanaest bosanskohercegovačkih profesionalnih udruženja, koje djeluju u oblasti pravosuđa, delegirali su svog predstavnika/cu. Delegirani predstavnici/ce udruženja su činili fokalnu radnu grupu. Članovi/ce fokalne radne grupe pohađali/e su ciklus od četiri tematska treninga i imali/e su četiri radna sastanka na kojima su raspravljali o aktuelnim pitanjima u oblasti pravosuđa, i to radeći u tri tematske radne grupe, koje su se bavile pitanjima vezanim za sadržaj i implementaciju zakona o maloljetničkoj delinkvenciji, zakona o advokatima i notarima, te zakona o stečajnom postupku. Pravac pri realizaciji procesa izgradnje kapaciteta išao je od pojedinačnih članova/ca ka njihovim udruženjima i od profesionalizacije udruženja, kao organizacija civilnog društva, ka njihovoj zagovaračkoj ulozi na nivou praktične politike...

Odgovornost članova uprave za štetu pričinjenu društvima kapitala i njihovim dioničarima/članovima u Bosni i Hercegovini uređena je Zakonom o privrednim društvima Federacije BiH i Zakonom o privrednim društvima Republike Srpske . Očito je da su odredbe o tome inspirirane postavkama o odgovornosti članova uprave na kojima se temelji uređenje tog važnog pitanja u pravima srednjoeuropskog pravnog kruga ali da se osim temeljnih odredbi nije ušlo u detaljnije propisivanje načina kako se ta odgovornost ostvaruje.

To examine the concerns that have been listed more fully, the authors of this report have been commissioned by the European Roma Rights Centre (ERRC) to carry out a preliminary study into the scale and nature of child protection practice with Romani and Traveller children in England. Specifically, the study aimed to: 1. Highlight the principal reasons for child protection involvement with Romani and Traveller children; 2. Map the placement type and legal status of Romani and Traveller children involved in child protection systems; 3. Examine the reasons for the placement of Romani and Traveller children in state care; 4. Explore how child protection professionals describe their work with Roma children; and, 5. Shed some light on the experiences of families who have experienced child protection involvement.The findings presented in this report reflect data that has been gathered in four separate ways. First, data was gathered through a series of Freedom of Information Requests to the Department of Education. Second, data was gathered from 137 questionnaires completed by child protection professionals working in England. Third, data was gathered from focus group interviews with 155 child protection professionals working in England. Finally, data was also gathered from two families who have experienced child protection involvement in family life.

The article examines the snake as a mythological character of folk traditions of Europe, Western and Southern Asia and Africa, in the aspect of their sex and marital connection with a person, idea of the relationship of man and snake, as reflected in the fairy-tale and folklore. Fairy tales and ethnographic evidence reveal a snake as a human counterpart (both living and dead), the connection with the birth of the human snake, the reincarnation of the deceased into a snake and the snake — into a newborn. Special attention is paid to the idea of the snake as a tribal ancestor (totemism), and how the snake is related to male and female initiation. The article addresses the relationship of the snake with the elements (fire, water, earth, air), parts of the home (fireplace, oven), the world of plants, the world of the dead.

In the academic community, an anniversary publication is an academic volume which constitutes a special expression of appreciation to the researcher to whom it is dedicated. An instructive introduction to the theory of evolution and its applications in biology, physics, chemistry, geology and humanities. The author shows that evolution is a physical process, occurring in geological time dimension, describes how the Darwin’s theory of natural selection works in immunology, neurobiology, sociology as well as in certain aspects of culture and political institutions. He also shows the effects achieved through the action of selection in different areas of biological and social life. He discusses such problems as: the ambiguity of the term “theory of evolution”, the falsifiability of evolutionary hypotheses, connection between evolution and thermodynamics, the concept of reductionism, methodological background of phylogenetics, cladistics, evolutionary developmental biology and homeotic genes, as well as the cumulative nature of social and cultural evolution.

The aim of this study is to promote a discussion on possible models of institutionalising policy monitoring and evaluation (M&E) in Serbia, as well as on the means available to include civil society organizations (CSOs). In the context of democratic consolidation and economic transition in Serbia, mechanisms and practices of holding policy makers accountable are gradually being established. Moreover, monitoring the implementation of reforms and evaluating their effects are particularly important in the accession negotiations with the European Union (EU), since the effective and sustainable implementation of the acquis will essentially determine the very dynamics of the negotiations, and eventually Serbia’s membership in the EU. However, in Serbia there are no sufficiently developed structures and procedures that would allow a permanent monitoring of results. Additionally, there are no well-established modes of cooperation between the governmental and non-government sector in that regard, while examples of good practices remain rudimentary.

The Romanian Section of the World Jewish Congress (henceforth: WJC) conducted a national survey among the Jewish survivors of the Holocaust in 1946. The objective of the survey was to assess the human and material losses and record the grievances suffered by the surviving Jewish population. In addition to this the statistical data gathered was intended to serve as a basis during the negotiations of the Peace conference ending World War II and for compensation claim. This study analyses the survey and its results regarding three towns from Northern Transylvania (Cluj, Carei and Oradea) which belonged to Hungary during the Holocaust period.
