The government programme of the government which started its mandate after the 2012 parliamentary election entailed a regionalisation and decentralisation reform, which was supposed to be a very large reform for Romania. However, the reform remained stuck in the communication process. This paper looks into whether the Romanian political actors pursued a double strategy by presenting different aspects of the reform to different actors. The first part of the paper entails a theoretical perspective on the political communication and the analysis frame. The second part presents the analysis that considers the following elements: the context of the reform, the pursued goals of the Romanian political actors and the receiver-actors towards who the communication took place. Therefore, the paper explains the communication that took place with regard to the proposed regionalisation reform from 2013, which has been further postponed.

»As can be seen in the polemic between Zbigniew Bujak and Viktor Kulerski on the one hand and me on the other, published in Tygodnik Mazowsze nr. 8, there are important differences in the assessment of the situation and the choice of methods of action. That's not bad. But we have to understand our respective arguments well, because this is the very basis for a discussion that is not useless.« (Jacek Kuron)

This paper is devoted to the analysis of the episcopal behavior and the interpretive frameworks that writers of the Ottonian age used to describe their actions. The focus of the research are various narrative representations, which were attached to the relationships between bishops and kings in the medieval historiography. The saintly bishop, the spiritual instructor of a king, the prosecutor of a ruler, and the bishop-traitor were the most prominent literary models, or modes of description, used in texts from the tenth and eleventh centuries. These modes of episcopal representations, in their relation to royal power, are perceived as parts of the coherent narrative strategies utilized by the medieval historiographers to meet their own aims. These aims included increasing the prestige of a community represented by a bishop, criticizing royal policies, condemning political rivals or justifying their own position. It is argued that all these various literary roles, thrusted upon bishops by chroniclers, hagiographers or polemicists, were realizations of the milestone concepts of episcopal power and medieval political theology: admonition and familiarity. These literary roles thus allowed Ottonian writers to imagine a bishop as being an intimate friend, a loyal lord, a prophet and a pastor to the ruling king and his realm.

The article presents the result of the analysis of 1000 sentences from the National Corpus of Polish containing the preposition ‚na‘. It proposes translations of the constructions into German in order to find equivalents in this language. Due to the fact that the Polish language exhibits more inflectional variety than German, one preposition can govern many cases. It thus has many more equivalents in German, including different prepositions in different lexical cases, or lexical cases which do not require the preposition itself. The explanation of the above phenomenon is based on the government and binding theory.
