Today's readers are well aware that confidential documents from politics and diplomacy are published without permission. Since this volume is an digitized remake of the 1929 edition, one does not learn much about the further history of the book, or only in the margin in the blurb: "Even if Bülow was expressly against the publication of these letters, they made big waves after publication (...) ". Bülow also died in 1929. One difference to today's secret documents on the Internet is certainly the time lag to the events: these documents date from the years 1903 to 1905, i.e. more than 20 years of buffer until publication --- and the emperor of that time was no longer in power. At the time of these documents, Bülow was Chancellor of the Reich. In addition to communication with numerous ambassadors (Madrid, Paris, London, St. Petersburg etc. etc.), this volume also contains parts of Bülow's correspondence with the emperor. In the age of imperialism and secret diplomacy, Bernhard von Bülow was one of the most powerful politicians. Bülow's top-secret correspondence with the quick-tempered Kaiser Wilhelm II gives an unadulterated insight into the innermost power structures of the German Empire. Based on the numerous letters to German ambassadors abroad, the targeted influence on the foreign powers can also be understood. Even if Bülow was expressly against the publication of these letters, they made waves after their publication and, as an original source, they are still of fundamental importance for today's research.

At the end of the war, as anti-fascism developed into movements promoting European federalism, I wrote an article that appeared in Les lettres francaises in 1946. I had fought against what Hitler called »the new Europe«. I considered old Europe to be the nucleus of imperialism and oppression rather than the cradle of democracy and freedom. ... Later, Europe had been divided by the Cold War and the Stalinist Ice Age. But what haunted me in the years 1948-1951 and distracted me from my split regarding Europe was the development under Stalin, which destroyed all my hopes. It expressed itself in renewed political purges and inquisition processes in Budapest, Sofia and Prague. During that time, I lived through the tragedy of those who can neither remain true to nor give up their faith. I noticed the increasingly blatant contradictions between the idea of communism and its reality.

After Hitler came to power, Heiden fled to the USA via several stations and obtained American citizenship in the 1950s. Heiden dealt primarily with the ideology and character of National Socialism. // After his death, Heiden and his writings were quickly forgotten. Since 2007, however, his works on Hitler and National Socialism have been reprinted or re-edited in German for the first time.

Born into a Jewish family, he was raised as a non-Jew but was not baptized. “Many persons have become Jews since Hitler," he said. "I have been a Jew since the murder of Walther Rathenau [in 1922], from which date I have emphasized that I am a Jew.“ Ludwig studied law but chose writing as a career. At first he wrote plays and novellas, also working as a journalist. In 1906, he moved to Switzerland, but, during World War I, he worked as a foreign correspondent for the Berliner Tageblatt in Vienna and Istanbul. He became a Swiss citizen in 1932, later emigrating to the United States in 1940. // During the 1920s, he achieved international fame for his popular biographies which combined historical fact and fiction with psychological analysis. After his biography of Goethe was published in 1920, he wrote several similar biographies, including one about Bismarck (1922–24) and another about Jesus (1928). As Ludwig's biographies were popular outside of Germany and were widely translated, he was one of the fortunate émigrés who had an income while living in the United States. Such a course has obvious disadvantages. In drafting a Constitution, one must put forward a complete scheme, naming the countries which are to join the Federation, and describing the nature of the machinery of government. No one can be certain to-day which countries will exist at the end of this war, and any scheme of Federation for Europe will be the work of many hands. After all, it was not my intention to write a book that was merely “topical”: not the political report of the day, but only the story itself, I believe, will be able to correct or confirm my theses after a more comprehensive and calm process. I have sought chiefly to make clear the formation, composition, tactics, and policies of the parties, as being the capital facts determining the fate of institutions. But I have not thought it possible to limit political history to an account of strictly political events and institutions. Aiming above all to explain the phenomena by showing how they are connected with each other, I have reserved room for some non-political facts: local administration, the army, the church, the schools, the press, political theories, economic systems—in all cases in which they have reacted on political life.
