The Centre for Security Studies (CSS) entered in fifth year of operating and third year of been supported by the generous financial contribution of the Geneva Centre for Democratic Control of Armed Forces (DCAF). CSS has been envisaged as an independent research, educational and training enterprise, dedicated to encouraging informed debate on security matters and on promoting and sustaining democratic structures and processes in the foreign and security policies of Bosnia and Herzegovina (BiH), and in the region of South-East Europe. This report covers the activities of the Centre for Security Studies from January 2005 till the end of December 2005. During this year the Director of the CSS, Ambassador Dr. Bisera Turkovic was nominated by the Presidency of Bosnia and Herzegovina to take over the position of the Ambassador of Bosnia and Herzegovina to the United States of America in Washington. She started working in the Bosnian Embassy in Washington by the end of July 2005. However, Ambassador Bisera Turkovic kept a voluntary position as Director at the Centre for Security Studies as well as temporary engagements for professional work within the Council of Ministries of Bosnia and Herzegovina, that is the Ministry of Foreign Affairs BiH. The general management of the CSS was not affected by organisational restructuring during this year and the new employees smoothly performed their work with the realisation of the planning activities. Therefore, organisation structure of CSS, was the same as last year, presents 7 full time staff members as well as a modest number of associated partners engaged on a temporary contracts.

The current visa system imposed on Bosnia and Herzegovina makes it impossible to establish a stable and open society without free movement of its people flow of information and ideas. The task ahead for government structures is to provide the opportunity for its citizens to travel abroad without restriction and to enable its society to be included in the political, economical and cultural sphere of European life. This research summarizes the insight gained through deep analysis of the situation considered a possibility for softening of the visa regime for all citizens of Bosnia and Herzegovina. Bosnia and Herzegovina has, todate, been in the so-called Annex I, unpopular "Black List" of the Schengen Agreement which requires the possession of a visa for entering the external borders of the EU. Bearing in mind that the decision for abolishment of a visa regime for certain countries is primarily a political question, there are requirements that the government needs to fulfill to reach the softening of the visa regime for its citizens (transferring from the “black list” to the “white list” or Annex I to Annex II of the visa Schengen Agreement). Considering there is no precise list of conditions or criteria from EU member states required to be met for the visa regime to be liberalized, in accordance with the statements of ex Deputy Foreign Minister, Ms. Lidija Topic and Special Representative of Bosnia and Herzegovina to the European Commission in Brussels, research began with the examination of the EU Acquis applied in their respectable countries. The EU areas of freedom, justice and security are very complex and constantly under development of all parts of their policies. Free movement of persons is a key element of an "area of freedom, security and justice". Recognizing that principle, the EU at the Maastricht Treaty included asylum policy, the crossing of external borders of the Union and immigration policy among the matters of common interest to Member States, whilst the Amsterdam Treaty incorporated these into the EC Treaty. Therefore, the primarily concerns were to explore the institutional and administrative framework in regards to arrangements within borders, visas, asylum and immigration policies of Bosnia and Herzegovina. Following the Romanian’s path from the Annex I to Annex II and progress made toward inclusion in the “white list” of the Schengen Agreement since January 2002, we can draw some lessons that enable us to create a strategy necessary for Acquis that need to be applied by applicant countries. Alignment with the Schengen Acquis required achievements in the vast field of asylum and migration policy, as well as within home and justice affairs. Alongside internal reforms, Romania was very pro-active in the process of international co-operation with an emphasis on relations and finalisation of agreements with their neighbouring countries. The decision made by EU countries regarding abolishment of the rough visa system for Romania happened during a period when Romania wasn’t able to fulfill all its requirements however, it managed to place policies on the right track and expressed a willingness to implement and further develope its institutional and administrative capacities. Enlargement of the EU with ten new countries additionally complicated the structure in this area and a huge level of effort was put in place to enable integration and extension of the external borders of the EU by the end of 2007. The events of September 11 drastically changed the security situation of the world and additional pressure especially from the USA required a level of the security for documentation growth (e.g. biometrical passports). Institutions of Bosnia and Herzegovina have made relevant progress in past few years in order to meet the required EU pre-integration standards. In October 2005 Bosnia and Herzegovina was accepted for a Stabilization and Association Agreement with the EU. Constant development of a democratic society and institutional building together with improvement of the security situation in the country, are important issues for liberalization of visa regimes. Bosnia and Herzegovina has succeeded to create and develop sustainable national structures that can provide administrative framework for implementation of the policies within visas, asylum, migration and border areas. Some of the EU conventions related to human rights and fundamental freedoms are already incorporated in the existing Constitution of Bosnia and Herzegovina or have been acceded through succession together with the other former states of the former Yugoslavia. A study showed that imposing legislation and establishment of proper structures is only a starting point in the desirable direction. Creation of the assumption for a functional and efficient system requires additional effort of the entire governmental structures to be included. So far, implementation of the adapted legislation has not been followed by the institutions in the satisfactory manner. Lack of adequate financial and human resources has imposed many problems regarding implementation of the requested laws in the sector of asylum and migration. In spite of all the progress Bosnia and Herzegovina has made problems do exist, some of which are common to the region and some that are unique to Bosnia and Herzegovina. Arranging and implementing legislation of the Justice and Home Affairs sector of Bosnia and Herzegovina must be one of the priorities for this country in order to move forward to EU integration and to assure citizens freedom of movement. Is there a chance for abolishment of the visa regime for all Bosnia and Herzegovina citizens within the next 2 years? – this was the hypothesis of the research. Mr. Davidi, Deputy Chief of the Delegation of the European Commission in Bosnia and Herzegovina gave an answer to this question and following this research, one could come to the same conclusion which is: “There is still no political will and openness for such a step in the EU which is mainly caused by the slow implementation of reform processes and development of Bosnia and Herzegovina’s democratic society in all segments”.

U post-ratnom periodu Bosna i Hercegovina je ostvarila značajan napredak u procesu izgradnje mira koji se, između ostalog, ogleda i u uspostavljanju državnih institucija u oblasti sigurnosti. Njihovo osnivanje predstavlja bitan doprinos smanjenu mogućnosti izbijanja ponovnog sukoba u BiH i pomoć na njenom putu integracije u euro-atlanske strukture. Nemjerljiv doprinos ovim ostvarenjima pružila je međunarodna zajednica, prvenstveno djelovanjem kroz Ured visokog predstavnika (OHR) u BiH, ad hoc institucije uspostavljene da nadgleda implementaciju civilnog dijela Dejtonskog mirovnog sporazuma. Zahvaljujući naporima OHR-a i međunarodne zajednice Bosna i Hercegovina provodi jednu od najuspješnijih reformi pravosudnog sistema u regionu i uspostavila je jedinstvene oružane snage, obavještajno sigurnosnu agenciju, graničnu službu, državnu agenciju za istraživanje i zaštitu, carinsku službu i državni sud. Ove institucije uspostavljene su ili zakonima nametnutim direktno od strane OHR-a ili indirektno, uz njegov permanentan pritisak, koji je u krajnjoj instanci vodio do kompromisa među političkim akterima u Bosni i Hercegovini. Imajući ove činjenice u vidu, namjera autora bila je da ovim istraživanjem ponudi svoj skromni doprinos praktičarima i akademskim djelatnicima koji se bave pitanjima izgradnje mira u svijetu. Jedan od primarnih ciljeva ponuđenog istraživanja je da podrži daljnji razvoj ovih procesa, te pruži uvid u iskustvo OHR-a stečeno tokom prvođenja aktivnosti na izgradnji mira u BiH, sa posebnim osvrtom na reformu sigurnosnog sektora. Ovom prilikom želim iskazati posebnu zahvalnost Ženevskom centru za demokratski nadzor oružanih snaga (DCAF) na finansijskoj podršci koja je omogućila realizaciju ovog istraživanja, kao i osoblju Centra za sigurnosne studije, Arminu Kržaliću, Jasminu Ramoviću, Sanji Mihajlović, Lani Tančici i Andrei Teftedariji koja je u tom periodu stažirala u Centru, za njihov nemjerljiv doprinos na izradi ovog istraživanja. Ujedno bih se zahvalio i svima onima koji su na direktan ili indirektan način doprinijeli provođenju istraživanja, bilo putem intervuisanja, bilo putem autorskog rada na literaturi koja je korištena za potrebe istraživanja, kao i biblioteci Centra za obuku za operacije potpore miru u Sarajevu (PSOTC – Peace Support Operations Training Centre). Nadamo se da će predočeno istraživanja, koje ujedno predstavlja i pogled iz perspektive lokalnih aktera, ostvariti svoju svrhu te pružiti doprinos raspravama koje se vode po pitanjima izgradnje mira u svijetu i reformi sigurnosnog sektora u post-konfliktnim društvima.

Način i metodologija vođenja statistika o korupciji u policiji u BiH, razlikuju se od jedne do druge policijske agencije. S obzirom na nedostatak jasnih pravila i propisa koji regulišu ovo područje, možemo konstatovati da je praksa evidentiranja podataka dosta dobra, ali postoji potreba za daljnje unapređenje.

Integracija i sticanje punopravnog članstva u Evropsku uniju strateški je cilj vanjske politike Bosne i Hercegovine. Na tom planu značajnu perspektivu je otvorio Proces stabilizacije i pridruživanja, koji je Evropska unija razvila za zemlje jugoistočne Europe. Bosna i Hercegovina je slijedom institucionalnih promjena potpisala Sporazum o stabilizaciji i pridruživanju tokom 2008. godine. Šest godina nakon toga, Sporazum o stabilizaciji i pridruživanju je stupio na snagu, a godinu dana kasnije Bosna i Hercegovina podnosi i aplikaciju za članstvo u Evropsku uniju. Ovaj historijski trenutak predstavlja određenu prekretnicu odnosa između Bosne i Hercegovine i Evropske Unije, ali isto tako implicira i nove obaveze zemlje prema Evropskoj Uniji. Nastavak puta Bosne i Hercegovine prema Evropskoj uniji podrazumijeva prilagođavanje vrijednosnom, pravnom i društvenom sistemu Evropske unije, odnosno usvajanje pravne stečevine Evropske Unije, koja je za potrebe pregovora o pristupanju, podijeljena u 35 tematskih poglavlja. Iskustva zemalja kandidata ukazuju da se tokom pregovaračkog procesa veoma zahtjevnim smatraju poglavlja 23 i 24, koja se bave pitanjima pravosuđa i osnovnih prava, odnosno pravde, slobode i sigurnosti. Imajući u vidu navedeno, Centar za sigurnosne studije je prepoznao potrebu da sačini vodič čija je svrha da zainteresovanim osobama pruži osnovne informacije o uslovima koji treba da budu ispunjeni u pregovaračkim poglavljima 23 i 24. Pri izradi ovog vodiča koristili smo nekoliko izvora informacija objavljenih u regionu na ovu temu, te se ovom prilikom svim autorima i institucijama srdačno zahvaljujemo na dostupnosti materijala u koji je nesumnjivo uložen značajan autorski trud. Tu prvenstveno mislimo na grupu autora iz Republike Srbije koji su objavili "Vodič za novinare na temu Pregovaračka poglavlja 23 i 24", zatim Vladu Republike Hrvatske na publikaciji "Pregovaračko stajalište o pristupanju Republike Hrvatske Europskoj uniji za poglavlje 23. „Pravosuđe i temeljna prava“ i za poglavlje 24. „Pravda, sloboda i sigurnost“; Vladu Crne Gore, kao i Direkciju za evropske integracije BiH na službenom prijevodu Izvještaja komisije za Bosnu i Hercegovinu za 2015. godinu. Nadamo se da će predmetni vodič ostvariti svoju svrhu, te poslužiti predstavnicima institucija na svim nivoima vlasti u BiH, novinarima medijskih kuća ali i ostalim zainteresovanim čitaocima koji nalaze interes da učestvuju u procesu približavanja ideje i koncepta evropskih integracija građanima BiH.

Prije nego predstavimo predmetnu analizu o broju izdatih naredbi za primjenu posebnih istražnih radnji, smatramo svrsishodnim ponuditi čitaocima definiciju pojmovnog određenja operativnih mjera vezanih za posebne istražne radnje kojima se prikupljaju podaci. Kao prvo one su, ili bi bar trebale da budu, uvijek tajne jer se ove radnje poduzimaju prema određenoj osobi, grupi i/ili organizaciji bez njihovog znanja. „Posebne mjere/radnje tajnog prikupljanja jesu svi oni načini prikupljanja podataka koji omogućavaju da se bez znanja osoba, grupa i/ili organizacija koji su predmet istrage, prikupljaju podaci o njima” (Petrović, 2015:11). Primjenom ovih radnji neznatno ili značajno se zadire u privatnost, odnosno ljudska prava i slobode, te njihova primjena zahtijeva stručan kadar i sofisticiranu opremu ali ujedno podrazumijeva i veliku odgovornost. Međutim, u savremenom dobu uočljiv je trend da ove radnje sve više preuzimaju primat u operativnom radu i predstavljaju osnovno sredstvo rada sigurnosno-obavještajnih službi i policije.

As a determined peacebuilder, Canada has a long history of contributing to international peace, security and stability. In fact, a few months ago, we commemorated the 60th anniversary of the award of the Nobel Peace Prize to the Right Honourable Lester B. Pearson, Canada's 14th Prime Minister, for his proposal to establish a United Nations peacekeeping force to resolve the 1956 Suez Canal crisis. The implementation of Pearson's plan, which saw a United Nations Emergency Force sent to the region to separate the warring parties, is largely credited with pulling the world back from the brink of war in the Middle East. This is why Pearson is commonly considered a father of modern peacekeeping, and this led to Canada becoming a peacekeeping nation. For decades, peacekeeping has helped provide protection to millions of vulnerable people affected by conflicts. However, the context of modern peace operations has changed. Today's conflicts are intractable, more dangerous and more complex. The change in the nature of peacekeeping missions has directly affected the role of peacekeeping forces who have become active participants in peacebuilding. It is in this context that the Government of Canada hosted the UN Peacekeeping Defence Ministerial last November in Vancouver for a discussion focussed on innovative approaches, including when it comes to providing military capabilities and training programs, enhancing the protection of children and increasing the participation of women in peace operations. This last point is of particular importance to the Government of Canada given the demonstrated link between the involvement of women in peace operations and the achievement of long-term, sustainable peace. Not only did Canada launch its 2nd National Action Plan on Women, Peace and Security two weeks prior to the UN Peacekeeping Defence Ministerial, but in Vancouver, our Prime Minister also announced the Elsie Initiative on Women in Peace Operations, which is aimed at providing assistance and incentives to increase the proportion of women deployed in UN peace operations. But where does Bosnia and Herzegovina fit in all of this? Bosnia and Herzegovina has been contributing to joint international efforts to establish and preserve peace and stability in the world for 17 years. Experiences and lessons learned by both female and male members of military and police structures during the post-conflict transition in Bosnia and Herzegovina can also be of great importance for international peace support operations. Last November, it proved very rewarding for me to see Bosnia and Herzegovina among the group of initial endorsers of the Vancouver Principles on Peacekeeping and the Prevention of the Recruitment and Use of Child Soldiers – an initiative championed by retired Canadian General Romeo Dallaire. I am therefore very pleased that Canada, through its successful cooperation with the Centre for Security Studies, will facilitate efforts aimed at strengthening institutional capacities through sharing the experiences of participants from Bosnia and Herzegovina – both men and women - in international peacekeeping missions. By sharing candid and sincere observations about their own experiences and the challenges they have faced, the participants in this STEP project make an important contribution to the ongoing discussion about improving the effectiveness of peacekeeping. They also demonstrate that Bosnia and Herzegovina is a country actively and directly contributing to peace and security worldwide. As the Ambassador of Canada to Bosnia and Herzegovina, I was honoured to be asked to make a personal contribution to this valuable project, and I hope that reading this publication will inspire many young people, especially young women, to become determined peacebuilders and to build a safer world.

Poštovani čitatelji/čitateljice, Kao odlučna graditeljica mira, Kanada ima dugu historiju doprinosa međunarodnom miru, sigurnosti i stabilnosti. Zapravo, prije nekoliko mjeseci obilježili smo 60. godišnjicu dodjele Nobelove nagrade za mir Lester B. Pearson-u, 14. premijeru Kanade, za njegov prijedlog za uspostavu mirovnih snaga Ujedinjenih naroda, kako bi se riješila kriza Sueskog kanala 1956. godine. Provedba Pearson-ovog plana, po kojem su Snage Ujedinjenih nacija za hitno reagovanje bile upućene u taj region da bi razdvojile zaraćene strane, u velikoj je mjeri zaslužna za izvlačenje svijeta s ruba rata na Bliskom Istoku. Zbog toga se Pearson obično smatra ocem modernih mirovnih misija, što je dovelo da Kanada postane nacija posvećena održavanju mira. Već decenijama, mirovne operacije su pomogle u zaštiti miliona ugroženih ljudi pogođenih sukobima. Međutim, kontekst savremenih mirovnih operacija se promijenio. Današnji sukobi su sve neobuzdaniji, opasniji i složeniji. Promjena prirode mirovnih misija direktno je uticala na ulogu mirovnih snaga koje su postale aktivne učesnice u izgradnji mira. U tom kontekstu, Vlada Kanade je prošlog novembra u Vankuveru bila domaćin Ministarske konferencije o mirovnim operacijama UN-a, koja se fokusirala na inovativne pristupe, uključujući i pružanje vojnih kapaciteta i programa obuke, unaprjeđivanje zaštite djece i povećanje učešća žena u mirovnim operacijama. Ova posljednja tačka je od posebne važnosti za Vladu Kanade, obzirom na dokazanu povezanost između uključivanja žena u mirovne operacije i postizanja dugoročnog, održivog mira. Ne samo da je Kanada započela implementaciju svog drugog Državnog akcionog plana o ženama, miru i sigurnosti dvije sedmice prije Ministarske konferencije o mirovnim operacijama UN-a nego je i u Vankuveru naš premijer objavio Elsie inicijativu o ženama u mirovnim operacijama koja ima za cilj pružanje pomoći i podsticaja za povećanje udjela žena raspoređenih u mirovnim operacijama UN-a. Kako se Bosna i Hercegovina uklapa u sve ovo? Bosna i Hercegovina doprinosi zajedničkim međunarodnim naporima u uspostavljanju i očuvanju mira i stabilnosti u svijetu već 17 godina. Iskustva i lekcije naučene od ženskih i muških pripadnika vojnih i policijskih struktura tokom postkonfliktne tranzicije u Bosni i Hercegovini također mogu biti od velikog značaja za međunarodne operacije podrške miru. U novembru prošle godine, bilo mi je iznimno zadovoljstvo da vidim Bosnu i Hercegovinu među skupinom inicijalnih zagovornika Vankuverskih načela o mirovnim operacijama i sprječavanju regrutovanja i korištenja djece vojnika - inicijative koju je pokrenuo umirovljeni kanadski general Romeo Dallaire. Zbog toga sam veoma zadovoljna što će Kanada, kroz uspješnu saradnju s Centrom za sigurnosne studije, olakšati napore usmjerene na jačanje institucionalnih kapaciteta kroz razmjenu iskustava učesnika iz Bosne i Hercegovine - kako muškaraca, tako i žena - u međunarodnim mirovnim misijama. Dijeljenjem otvorenih i iskrenih zapažanja o sopstvenim iskustvima i izazovima s kojima su se suočili, učesnici projekta „STEP“ značajno doprinose stalnoj diskusiji o poboljšanju efikasnosti mirovnih operacija. Oni također pokazuju da Bosna i Hercegovina kao država direktno doprinosi miru i sigurnosti širom svijeta. Kao ambasadorici Kanade u Bosni i Hercegovini, bila mi je čast da dam svoj lični doprinos ovom dragocjenom projektu i nadam se da će čitanje ove publikacije inspirisati mnoge mlade ljude, posebno mlade žene, da postanu odlučni graditelji mira i da izgrade sigurniji svijet.

Poštovani čitatelji, Vodič o postupanju u prirodnim i drugim nesrećama izrađen je u okviru projekta „Pomoć opštinama da unaprijede sistem ranog upozoravanja i podrška oporavku od poplava – SAFE“. Projekat „SAFE“ se finansirao iz EU programa „Pomoć civilnog društva oporavku od poplava“ (IPA 2014). Projekat „SAFE“ je bio teritorijalno fokusiran na općine Sanski Most (Federacija Bosne i Hercegovine) i Oštra Luka (Republika Srpska) te su, zbog toga, u Vodiču predstavljena pravila postupanja u pojedinim prirodnim i drugim nesrećama koje predstavljaju preteţno stalni rizik ugroţavanja za lokalno stanovništvo i imaju visok stepen opasnosti za ţivot i zdravlje građana te javnu i privatnu imovinu. Radi se o poplavama, klizištima, zemljotresima, požarima i opasnostima od mina i neeksplodiranih ubojnih sredstava (NUS). Međutim, budući da se radi o općim pravilima postupanja, upotreba Vodiča prevazilazi lokalni kontekst i moţe predstavljati zanimljivo štivo za širu bosanskohercegovačku javnost. Generalno gledajući, glavni cilj Vodiča je informirati lokalno stanovništvo o pravilima postupanja u navedenim prirodnim i drugim nesrećama, kako bi se izbjegle ljudske ţrtve i tjelesne povrede te prevenirale ili umanjile štete na materijalnim dobrima. Drugim riječima, cilj je ojačati svijest građana s namjerom podizanja otpornosti lokalnih zajednica na te prirodne i druge nesreće. Centar za sigurnosne studije se zahvaljuje Evropskoj uniji i Delegaciji Evropske unije u Bosni i Hercegovini, bez čije pomoći i potpore realizacija projekta „SAFE“ ne bi bila moguća.

The project was funded by the European Union (EU) through the European Instrument for Democracy and Human Rights. The project started in January 2020, and its estimated duration was 20 months.

Publikacija „Položaj žena u policijskim agencijama u BiH“ nastala je u okviru projekta „Policija i poštivanje ljudskih prava u BiH“. Projekat je finansirala Evropska unija (EU) kroz Evropski instrument za demokratiju i ljudska prava. Projekat je započeo u mjesecu januaru 2020. godine, a predviđeno vrijeme njegovog trajanja bilo je 20 mjeseci.

The research was based on obtaining data from primary and secondary sources. With regard to primary sources of data, requests for free access to information were sent to appropriate institutions in Bosnia and Herzegovina. Such an approach sought to remove gaps and ambiguities in the process of obtaining data from secondary sources. From the latter, official reports of international and domestic institutions, scientific and professional articles and online media articles were used. COVID-19 is a respiratory infection caused by SARS-CoV-2 (a virus that, by its characteristics, belongs to coronaviruses) and first appeared at the end of December 2019 in Wuhan, in the Chinese province of Hubei. In January 2020, an epidemic first broke out in the People’s Republic of China and shortly spread worldwide. COVID-19 is transmitted when people breathe in air contaminated with droplets and small airborne particles that contain the virus. The risk of inhalation is highest when people are in close contact, but they can also be inhaled at greater distances, especially indoors. By 15 February 2023, 677,980,081[1] cases of COVID-19 have been confirmed worldwide, of which 6,784,081 people have died. At the end of 2020, the first vaccines against COVID-19 were developed, and the first vaccine officially approved by the WHO was Pfizer- -BioNTech[2]. Politička saga koja traje već skoro godinu dana, posebno između vlasti i opozicije u entitetu Republika Srpska, u pogledu uvođenja ili neuvođenja sankcija Ruskoj Federaciji, poprima zaista začuđujuće razmjere. Kada tome pridodamo i stavove pojedinih ambasadora akreditovanih u Bosni i Hercegovini (BiH) ili zvaničnika iz Brisela, građani s pravom ostaju u nedoumici kojim argumentima da se priklone. Pomalo zbunjujuća je i nezainteresovanost političkih aktera u entitetu Federacija Bosne i Hercegovine, koji ovoj temi ne pridaju veliki značaj te samo u rijetkim izjavama pojedinaca još više doprinose konfuziji u odnosu na ovo izuzetno važno vanjskopolitičko pitanje integracije BiH u Evropsku uniju (EU). Najpozvanija institucija da pruži odgovor na prethodnu dilemu je svakako Ministarstvo vanjskih poslova BiH, ali iz nekog razloga ista se zaobilazi i odgovori se traţe na drugim stranama. Ili se, pak, nude interpretacije koje zadovoljavaju partikularne interese političkih partija i njihovih glasača. Nedavno je, čak, jedna politička stranka saopštila da je poslala upit u EU, kako bi potvrdu svojih stavova dobila direktno od mjerodavnih aktera iz Brisela.

Dear readers, It is our pleasure to present to you the first part of the report on the transparency and anti-corruption capacities of the security sector institutions of Bosnia and Herzegovina (BiH) in the public procurement processes for 2020 and 2021. The presentation in question represents part of the activities carried out within the project "Future Professionals for More Transparent Public Procurement - TRANSPIRE", which was financed by a generous grant from the Department of State of the United States of America through the Small Grants Program of the Democratic Commission. The Centre for Security Studies, as the implementer of the project, is particularly proud of the fact that the report is a product of the synergy of joint efforts of students from various universities and faculties in BiH and practitioners of investigative journalism. With such an approach, we contributed to the realization of the general goal of the project, in the light of improving and expanding the process of public procurement in the security sector, and raising the awareness and knowledge of students about public procurement and the risks of corruption. Despite the challenge for our project team to interest the young population, bring this complex topic to closer to them and break the paradigm that these tasks should be dealt with exclusively by institutions, we are particularly proud of the fact of the successful development of the concept of civic responsibility in controlling the good management of our shared financial resources. As a "think tank" organization, it is always a pleasure to state that methodology, which was developed, tested and implemented during of the project "Building Integrity and Strengthening Anti-Corruption Practices in the Security Sector - ACroSS", is functioning and the students easily mastered it and improved it in certain segments. We hope that this scientific and professional presentation of the situation in the field of public procurement will primarily serve the institutions of the BiH security sector to reach the highest democratic standards in this area of their work, but also meet the interest of the wider interested public. It should be noted that the report also covers the critical period of the outbreak of the COVID-19 pandemic, and therefore, despite the identified fields that require serious improvements, the fact that institutions in such circumstances were committed to maintaining a certain degree of transparency in public procurement is encouraging - at least when viewed through the prism of our methodology. And in this way, we encourage the institutions of the security sector to make additional efforts and engagement, because they, by the nature of their very sensitive work, must be an example to other authorities. Nontransparency or insufficient transparency in certain aspects of organizational work cannot lead to the goal of zero tolerance for corruption, which we strive for as part of efforts to reduce and eradicate this global scourge from our society. The Centre for Security Studies would like to kindly thank all the institutions of the security sector in BiH who, by providing data and information, contributed to the creation of this report. Poštovani čitatelji i čitateljke, Zadovoljstvo nam je predstaviti vam prvi dio izvještaja o transparentnosti i antikorupcijskim kapacitetima institucija sektora sigurnosti Bosne i Hercegovine (BiH) u procesima javnih nabavki za 2020. i 2021. godinu. Predmetni prikaz predstavlja dio aktivnosti provedenih u okviru projekta „Budući profesionalci za transparentnije javne nabavke – TRANSPIRE“, koji se finansirao velikodušnim grantom Ministarstva vanjskih poslova Sjedinjenih Američkih Država (Department of State) putem Programa malih grantova Demokratske komisije. Centar za sigurnosne studije, kao implementator projekta, posebno je ponosan na činjenicu da je izvještaj produkt sinergije zajedničkih napora studenata s različitih univerziteta i fakulteta u BiH te praktičara istraživačkog novinarstva. Takvim pristupom doprinijeli smo ostvarivanju općeg cilja projekta, u svjetlu poboljšanja i proširenja procesa javnih nabavki u sektoru sigurnosti te podizanja svijesti i znanja studenata o javnim nabavkama i rizicima korupcije. Uprkos izazovu za naš projektni tim da zainteresuje i približi ovu složenu tematiku mladoj populaciji i razbije paradigmu da se ovim poslovima trebaju baviti isključivo institucije, posebno smo ponosni na činjenicu o uspješnosti razvoja koncepta građanske odgovornosti u kontroli dobrog upravljanja našim zajedničkim finansijskim sredstvima. Kao „think tank“ organizaciji, uvijek je zadovoljstvo konstatovati da metodologija, koja je razvijena, testirana i implementirana tokom projekta „Izgradnja integriteta i jačanje anti-korupcijskih praksi u sektoru sigurnosti – ACroSS“, iznova funkcioniše te da su je studenti sa lakoćom savladali i unaprijedili u pojedinim segmentima. Nadamo se da će ovaj naučno-stručni prikaz stanja u oblasti javnih nabavki prvenstveno poslužiti institucijama sektora sigurnosti BiH u cilju dostizanja najviših demokratskih standarda u ovoj oblasti njihovog rada, ali i naići na interes šire zainteresovane javnosti. Treba napomenuti da izvještaj u svom obuhvatu tretira i kritičan period izbijanja COVID-19 pandemije pa stoga, uprkos identifikovanim poljima koja zahtijevaju ozbiljna unapređenja, ohrabruje činjenica da su institucije u takvim okolnostima bile posvećene održavanju određenog stepena transparentnosti u javnim nabavkama – barem posmatrajući kroz prizmu naše metodologije. I ovim putem ohrabrujemo institucije sektora sigurnosti na dodatne napore i angažman, jer one, po prirodi svog veoma osjetljivog posla, moraju biti primjer drugim organima vlasti. Netransparentnost ili nedovoljna transparentnost u pojedinim aspektima organizacijskog rada ne može voditi ka dostizanju cilja nulte tolerancije na korupciju, a kojem težimo kao dio napora na smanjenju i iskorjenjivanju ove globalne pošasti iz našeg društva. Centar za sigurnosne studije se srdačno zahvaljuje svim institucijama sektora sigurnosti u BiH koje su, ustupanjem podataka i informacija, doprinijele nastanku ovog izvještaja. Unutar Bosne i Hercegovine (BiH) organizovano je 16 policijskih agencija na različitim nivoima vlasti, a uz njih je organizovano još 5 institucija čija je djelatnost bliska policijskoj, što je rezultat kompleksnog državnog uređenja. Informacije predstavljene kroz analizu odnose se na budžetska sredstva svih nivoa vlasti u BiH, budžetska sredstva izdvojena za finansiranje ministarstava unutrašnjih poslova i policijskih agencija te broj uposlenika unutar istih. Analizom je obuhvadeno deset kantonalnih i dva entitetska ministarstva unutrašnjih poslova, Policija Brčko distrikta BiH, Ministarstvo sigurnosti BiH i upravne organizacije u njegovom sastavu. Kroz analizu je uočeno povedanje budžeta na svim nivoima vlasti koje, na nekim od nivoa vlasti, izdvajanje sredstava za finansiranje javne sigurnosti ne prati proporcinalno. U nekoliko slučajeva može se uočiti da je, pored velikih povedanja budžeta na određenim nivoima vlasti, budžet ministarstava unutrašnjih poslova ostao isti ili se povedao za svega par procenata. Kada govorimo o broju uposlenika unutar policijskih agencija i institucija sa djelatnošdu bliskoj policijskoj u BiH, analiza pokazuje da se on nije značajno mijenjao u periodu od osam godina. Primarni izvor podataka korištenih u analizi predstavljaju budžeti svih nivoa vlasti u BiH za 2015. i 2023. godinu.
