Borderline Offensive is a transnational and transdisciplinary artistic platform, exploring how art & humour contribute to intercultural dialogue, social integration, and peace within and beyond Europe. We employ art, participation, and playful attitudes as tools for non-violent activism and creative transgression, in the fight against fear, populism, and existential anxiety. We open situations of dialogue between natives, newcomers, oldtimers, and outsiders, starting from the shared absurdities and obscenities of life that make us laugh, together. We laugh in the face of fear, and we want YOU to join us in celebrating the joys of life without becoming bitter and broken.

In January 2020, the Center for Cultural Decontamination (CZKD) began work on the implementation of activities within the project Mapping and Curating Emergent HRD Protection Strategies, with the support of the Delegation of the European Union to Serbia. As part of this initiative, CZKD has identified, documented and analyzed numerous strategies and mechanisms that human rights defenders in the Republic of Serbia use to respond to the many pressures and threats they face in their work. Activism within their communities in relation to the social, political and legal consequences of these actions, as well as media coverage of them, was also considered. Then, the impact and consequences of the mentioned pressures on the Human rights defenders, as well as their own assessment of the effectiveness of these protection strategies. Although the research was originally planned to be conducted in the field and within the communities where Human rights defenders work and operate, due to the COVID-19 pandemic, in 2020 CZKD was forced to conduct interviews online.

As always in Albania, settling accounts with the past plays a large part in the reality of the present causing the country to remain entrenched in conflictual politics. A new political and national identity is still in the process of formation, whilst the country remains beset by its geographical position in a Balkan peninsular rent by the uncertainties of war and economic collapse. Former President Sali Berisha is becoming increasingly unstable and contemptuous of both internal public and international opinion. Almost daily he issues personal attacks on various members of the governing Socialist Party and also upon foreign diplomats, thereby encouraging the already noticeable trend towards xenophobia that is evident throughout Albania.

Brcko will remain under international administration for some time to come: this paper examines reforms which could be carried out in a future District of Brcko, in a way that would make a real difference and provide a testing-ground for possible models for Bosnia as a whole. Different parts of Brcko are controlled by each of Bosnia’s three main ethnic groups. Integrating their three sets of parallel institutions has failed so far because the primary levers of power and money are still in the hands of political forces whose influence is divisive rather than conciliatory. These levers include the financial infrastructure (control of money flows via Payments Bureaux), the economic infrastructure and public administration (police, local government, judiciary, media etc). Assuming the Tribunal does settle the final status of Brcko, as a District of Bosnia and Herzegovina, ICG recommends that the Brcko Supervisor implements a series of simultaneous radical reforms over a 60-day period in the fields of finance, business and civil administration
