Author conducts functional analysis of research and managerial aspects of competitiveness at the meso-level. From the methodological point of view, dialectical and synergistic approach to study of the region's competitiveness is assessed in the context of globalization and regionalization in the systemic, dynamic and nonlinear aspects. With regard to this study, along with synergistic and dialectical methodological tools it has been suggested to use a systemic cognitive model, which is based on a systemic paradigm. According to the paradigm, socio-economic area of competitiveness is seen as a single system, enclosing a set of independent subsystems, the composition and structure of which is determined in accordance with the specific features of the determinants of competitiveness in the region.

It describes several types of bank tax, which has already been introduced in some countries; discusses whether this is actually an anti-crisis instrument, and characterized the key works that take place over such a tax in the European Union.

The paper is devoted to energy demand forecasting in Uzbekistan. Studies show that in spite of the abundant reserves of hydrocarbons, low energy efficiency can have an adverse impact on energy security in Uzbekistan in the future. Oil and gas are the main primary energy source and they ensure energy security of Uzbekistan. Energy demand forecasting is essential in order to develop an effective energy policy. Such forecast can be useful to plan oil and gas production volumes, to identify priorities for the industrial modernization and to create favorable conditions for sustainable economic development in the future. Author proposes model based on translog function for developing medium-and long-term development programs in energy sector and the modernization and technological re-equipment of industry.

The goal of this paper is to compare the development of the Lithuanian and Russian biotechnology sectors. In case of Lithuania we tried to uncover what are the circumstances surrounding the favorable development of the biotechnology sectors in Lithuania. In case of Russian Federation we looked at encouraging as well as discouraging circumstances surrounding this segment of economy. Drawing upon Schumpeter’s ideas of innovation and Porter’s business cluster theory, we argue that Lithuania is “at the right place and the right time” to make it a regional leader in Baltic biotechnology. Russia, on the other hand, is in the process of developing biotech sector in order to at least to catch up with other countries (including Lithuania). It will take time and continuous governmental support for Russia before this sector starts contributing significantly to Russian economy.

Eastern European trade unions are expected to take an active part in the transformation process. All the new EU members boast complex institutional frameworks which uphold such participation. Far from being an invention of politicians, union policy involvement has strong roots in the theory and practice of western (neo)corporatism and in democratic theory. And the transformation of socialist economies into market capitalist ones has given a new life to all these arguments. The starting point of this analysis is an idea put forward by Stark and Bruszt in their 1998 book Post-socialist Pathways. The authors claim that one of the conditions which lead to coherent policy-making is a dense accountability network through which governments are kept in check by organised societal interests such as trade unions. Moreover, these organisations not only keep the government accountable but also participate actively in the decision-making process. The authors entrust unions with great responsibility, but they do not define it clearly. To be fair, they do acknowledge that, between trade unions and government, a complex interaction takes place. They point to the ability of unions to elicit justifications or explanations from the government on a permanent basis as the sign of the existence of an accountability relationship between the two actors. But what exactly does this imply? It is the opinion of the author of this article that ‘continuity of relationship’ and ‘producing justifications’ rest on the fulfilment of several other conditions. The article proposes one such set of ‘enabling conditions’ and observes the extent to which they are fulfilled in selected eastern European cases. In so doing, the article attempts to answer the question whether trade unions are the accounting actors they are expected to be. The article builds on an analysis of union-government relations in Bulgaria, Czech Republic, Hungary, Poland, Romania and Slovak Republic between 1990 and 2004, using a combination of document analysis (reports and union documents) and a secondary analysis of specialised literature.

Socio-economic cohesion in Serbia should be built on a reduction of the differences between the levels of development of various regions, especially in rural areas, and via the system of good practice within the EU. Most often, economic cohesion is explained by the equalisation of regional disparities in development in Serbia but, generally speaking, also by what is defined as the quality of the European model that should be followed. This comprehends taking care of a series of social indicators such as health, quality of the environment, the quality of education, the level of crime, issues of migration, etc. That is the European path of connections between social and economic development. For a strategy of balanced regional development to be realised in Serbia, consensus and a sense of working together between all the relevant institutions and organisations is particularly important. In the EU, it is impossible to imagine that policy can be rationalised and implemented without the serious involvement of all stakeholders and state and non-government institutions and organisations.

Objectives: We seek to determine whether psychological well-being is affected by concerns about cognitive functioning and worries about developing dementia. Methods: We use three waves of data collected in 2000, 2005, and 2011 from two samples of persons ages 40-60 at T1: (1) adult children with a parent diagnosed with probable Alzheimer’s disease (AD) and (2) a matched control group with no parental history of AD. The principal predictor is a summative measure of the number of waves respondents (Rs) scored higher on five indicators of concerns about cognitive functioning and worries about dementia. Outcome measures include the number of waves Rs were higher on depression and stress and lower on life satisfaction and mastery. Results: Based on regression analyses, the cognitive and AD concerns measure was a significant predictor of all psychological well-being outcomes, net of other effects. Neither subsample nor a concerns/subsample interaction term reached significance. Discussion: Over an 11-year period, the more continuous one’s concerns and worries were about cognitive functioning and developing AD, the more likely were such concerns and worries to be detrimental to psychological well-being. These effects held regardless of whether Rs were from families where a parent had been diagnosed with AD or from families with no parental history of AD. That our measure of concerns and worries about cognitive functioning and AD appears to be a strong and robust predictor should alert practitioners and others to this source of threats to psychological well-being.

This article presents the findings of the first stage of a study conducted on employment of mentally disabled people in Israel. The research was conducted during the years 2011-2012, with the aim to develop an evidence-based understanding of how Israeli society perceives employment of mentally disabled people in order to develop a model of integrating them within the workplace, with social work in mind. This model can inform policy makers and best practice within social work. The research adopted a qualitative research approach, and employed semi-structured interviews with 29 employers and employees. Content analysis yielded ten categories that showed a dual perception of willingness to embrace mentally disabled people into the workplace and perceiving them as equals with potential to contribute to society on the one hand, but on the other hand, expressing economical difficulties and prejudice towards their employment. These results might point to a need to institutionalize mentally disabled people's employment, both economically, using incentives for employers, and by providing support and guidance, by campaigning their right for work and for their inclusion in society.
