Simion Mehedinți was a pioneer of Romanian science and culture in the first half of the twentieth century – when he militated for national renewal through education and culture in a Christian spirit; he was also a reformer of the Romanian educational system, but also a genuine Christian educator. As a researcher, he highlighted the educational value of science, professing himself a science out of conviction. His pedagogical conception contains two special nuances – the Christian one and its application to one’s own ethnic space – and he introduces the concept the school of work, as area and instrument of modeling the student’s character. In his ethnographic approaches we discover the recovering and pedagogical function of history and in the analysis of Romanian Christianity those valences which can be considered modern and democratic today.

The Impact of the Conflict in Ukraine on the Development of the Higher University Military Education Process – Adapting Maritime Operational Art to the Dynamics of Modern Military Actions

Observing the evolution of military actions in the Ukraine conflict, one feels the need to capitalise on the lessons identified as a result of the innovative ways of applying the principles of military art, in the conditions of real war. Thus, within this approach, I set out to identify how the evolution of the conflict in Ukraine influenced military art in general. In essence, this approach is a corollary of the results obtained as a personal contribution to the development of knowledge in the field of military sciences. Analysing the existing situation, following evaluations of the potential national response capabilities in the event of an armed conflict in the vicinity of the Black Sea, I identified didactic ways to update the doctrinal contents. The didactic approach was based on the handiest research validation tool, the war game, by testing some tactical scenarios, experienced in the Russian-Ukrainian conflict. From a didactic point of view, the result was useful for updating the analytical programs in the master’s degree programs, however, the benefit from this research comes from the action-structural field, regarding the ways of responding in the maritime environment with existing capabilities or identifying the capability requirements, emphasising the importance of military services and branches cooperation during the joint coastal defence operation.

On the Use of Semantic Frames in Law Enforcement English Methodology

The methodology of English for specific purposes has long been employed and developed, capitalizing on the latest language research and linguistic traits. Using semantic analysis and more specifically semantic frames (in the sense of Fillmore ) to deconstruct the meanings of a lexical unit or word is a complex and rewarding methodological approach; this can facilitate the comprehension of cultural and social concepts behind the lexical units, contrasting concepts and situations and contextualizing them with more semantic precision. Law enforcement concepts favour this approach due to the social and historical complexity of law enforcement systems and their impact on cross-cultural communication. This paper explores two semantic frames of law enforcement concepts – ‘Criminal attempts’ and the ‘Power to stop and search’ - to demonstrate the rationale and applicability of frame semantics to English law enforcement vocabulary teaching.

The report examines the People's Republic of China's (PRC) new espionage legislation. Attention is paid to the Criminal Code of the PRC, but also to the new Counterespionage Law of 2023, which seriously strengthens the legal measures to protect the security of the PRC. Views are provided on the legal approaches used in China, as well as the degree of risk to foreign persons and entities wishing to conduct business services in that country or employ Chinese nationals in light of possible espionage charges. At the legislative level, measures have been introduced to hinder the activities of foreign intelligence services and to protect state secrets of the PRC, but this creates risks for the normal business activities of foreign companies in PRC.

Bulgaria occupies a strategic territory playing an important role in the formation of world politics. The challenges arising from this fact outweigh the advantages. Imperial interests intersecting on the territory of the Republic of Bulgaria, both now and in history, is forced to wage a constant struggle for independence and sovereignty. The post-socialist period allowed the emergence of organized crime, which subsequently grew into international organized criminal groups, the influence of which continues to grow to this day. The positions that the Republic of Bulgaria occupies in the international rankings related to economic indicators, corruption, demography, crime, etc., show that the society is experiencing enormous difficulties in the transition to a Parliamentary Republic and the building of democratic traditions.

The system of generally speaking “standard” and additional or “alternative” education (training), and the form of self-training characteristic of the armed forces, form a complex result necessary for building, maintaining and developing over time the capabilities of the troops and forces with a direct impact on national security. The concept of national security is extremely broad, which is why the current development emphasizes on the specific role of training and especially on the self-training of the personnel. Deduced is the dependence between the level of education and the results in the quality of activity of the systems, and hence the overall level of preparation.

Thoughts in Cultural Awareness, Communication Skills and Vocabulary for International and China Focused Business Deals and Exchanges in the Contexts of a Complex Global System and the Belt and Road Initiative: Personal Statements by ECUPL Students

Global business and other activities of Chinese enterprises and stakeholders have been increasing in number, variety and significance – against the backdrop of the crucial importance and attractiveness of the Chinese market for MNCs and new actors from BRI countries, and overall ever more interconnected and complex global environment (further complicated by the pandemic and various other developments in the past years) and also influenced by landmark initiatives such as 17+1 (which constantly evolved) and the Belt and Road – of high importance to China but somewhat of a mystery to non-Chinese stakeholders. Communicating internationally in English in ways that achieve intended objectives is crucial but often affected by the widespread use of cliches and expressions that are not optimized to “speak” to the intended audience. Beyond examples from my practice, Chinese publications in English and foreign publications about Chinese business activity and the Belt and Road Initiative and identifying key differences between them, the negative outcomes they lead to, pointing out some communication and culture gaps and propose some solutions, I also look at straightforward primary examples – the Personal Statements prepared by over 200 ECUPL seniors. In recent years, regardless of the reported negative demographic changes in the structure of the population, there has been an increase in the size of the existing Roma ghettoized urban structures, which change, albeit unconsciously, the appearance of several cities and have a significant impact on their development. In the context of European territorial cohesion policies, the view is taken that European cities become places of tolerance and social progress, working towards social cohesion, balance, and integration. Based on a series of in-depth interviews conducted among representatives of the Roma community, educational mediators, non-governmental organizations, and representatives of local authorities in the cities of Lom, Kyustendil and Dobrich within the framework of a project on the topic: „Spatial models of Roma ghettoized urban structures in Bulgaria“. financed by the Scientific Research Fund at the Ministry of Education and Culture, an attempt will be made to answer the research question.

The region of Southeast and Central Europe faces several key risks in the context of ethno-religious peace and security. Ethno-religious conflicts pose a serious threat to the stability and security of the region. The diversity of ethnic and religious groups in the region can lead to tensions and breaches of the peace. Extremist and terrorist groups using religious motives are also a factor of concern. These groups can pose a serious security threat and violate human rights. The protection of religious freedom and human rights is essential. This principle includes the freedom of individuals to express and practice their religion or belief without discrimination. In addition, human rights include the right to express religious beliefs and convictions, as well as freedom of assembly and the right of conscience. These rights are inseparable from the security and stability of the region. They promote tolerance, diversity and respect for the rights and freedoms of every citizen, while guarding against conflicts and tensions related to religion.

Public Investment in the Field of Higher Education in Bulgaria. Optimization of the Financial Policies Concerning the Education System in the Country

Education is believed to be the most important factor for achieving sustainable economic development, which underlines the significance of market mechanisms fundamental for financing higher education. The subsidy of the higher education in state universities in Bulgaria is provided as a compensation given by the society in advance for the future benefits expected by the students. However, the current model of financing has resulted in a surplus of specialists in some areas and shortage of such in others. It is also crucial to consider the inefficiency arising from the fact the majority of people who benefit from the subsidies, and who after graduation decide to leave the country, or to work something completely different from the field of the specialty acquired. There are, of course, some measures taken by the state, as well as other approaches yet to be considered. For instance, optimization of subsidization models, as well as involving the business deeper in the higher education system, which will attract more funds, career opportunities, orientation towards the needs of the job market, and it will also guarantee practicality. Withal, the tuition fees and financial policies should be optimized to foster our economic growth, our social progress and competitiveness, as well.

NATO and the Importance of Deep in Linguistic Interoperability to Spread English as the Language of International Communication

The article elucidates the role and significance of NATO activity in the process of the global spread of English as the means of international communication. It highlights the methods and directions of the Alliance activities aimed at the establishment of the global importance of the use of English in the field of international relations. The article analyzes the organization of language training for the military personnel of the Alliance member countries. The author presents the NATO standards of foreign language proficiency STANAG 6001. The main problems of language training in the Armed Forces of the North Atlantic Alliance are listed in the article and the means of their solutions are analyzed. The programs and strategies of military language education are presented as well as the ways of their integration into existing courses of professional military education. The paper analyzes the importance of the Defence Education Enhancement Programme and its interoperability for the allies and partners.

In this paper, the effort is to provide a condensed overview of two distinct U.S. defense cooperation programs (FMF and FMS), each of which, however, has very different functions and purposes. In parallel, to present two different approaches to importing and acquiring U.S. defense products and services (FMS and DCS), and where there are opportunities for further combining and inter-mixing, to consider more elaborated hybrid multi-layered options. The aim is, in a most compact form, to make a comparison of three different tools that have gained international prominence as terms through their abbreviations (FMF, FMS and DCS), clearly outlining and distinguishing the essential differences by relevant features, but at the same time drawing out and highlighting the important complementarities and synergies between them.

In the context of the deteriorating and explosive security environment, an attempt is made to justify the usefulness of building an efficient system for civil defence, through which the stability of the population and the state can be guaranteed in crises and military-political conflicts. This report examines data to assess the likelihood of a risk event occurring in cybersecurity systems in the Republic and around the world. Although the results are trends rather than exact representations of the total number of attacks, they provide valuable guidance for improving cybersecurity. The deep insights that are gleaned from analyzing the information can be unexpected, helping us see things in new ways or understand connections we hadn‘t noticed before. In the context of cybersecurity, this can help us prevent attacks and improve the protection of information systems.
