The labour market in France has been one of the weakest points of its economy for several decades. Entrepreneurs lack qualified employees and yet high unemployment persists. That is why President Emmanuel Macron has decided to change vocational training and internships system, increase the number of people entitled to receive unemployment benefits, and reform labour law. These changes have high public support and are being undertaken with a good economy. The traditional resistance from trade unions and increasingly better organised opposition remains a challenge to Macron’s reforms.

Rynek pracy we Francji od kilku dekad należy do najsłabszych stron francuskiej gospodarki. Przedsiębiorcom brakuje wykwalifikowanych pracowników, ale jednocześnie utrzymuje się wysokie bezrobocie. Dlatego prezydent Macron postanowił zmienić system szkoleń zawodowych i staży, zwiększyć grupę uprawnionych do świadczeń dla bezrobotnych oraz zreformować prawo pracy. Reformy mają duże poparcie społeczne oraz sprzyja im koniunktura gospodarcza. Wyzwaniem pozostaje jednak opór związków zawodowych i coraz lepiej zorganizowanej opozycji.

They define digitalisation as an element of the modernisation of the economy, including Chinese companies’ drive to achieve global competitive advantages, to be followed by achieving a leading international position in digital technology. Digitalisation, and especially AI, also will become a tool in the country’s system of control and evaluation of citizens. The achievement of these premises—according to Chinese government plans they should be reached by 2030—will be difficult, in part because of a lack of qualified personnel.

Traktują cyfryzację jako element modernizacji gospodarki, dążenia do uzyskania przez firmy chińskie przewagi konkurencyjnej, a co za tym idzie – czołowej pozycji międzynarodowej. Cyfryzacja, a zwłaszcza technologia sztucznej inteligencji, ma być narzędziem budowy systemu kontroli i oceny obywateli. Realizację tych założeń do 2030 r. – zgodnie z planami władz ChRL – utrudni jednak m.in. brak wykwalifikowanej kadry.

The protests in Iran underscored both the requirement for deep economic reforms and the tensions in the Iranian ruling elite. President Hassan Rouhani’s reform proposals may generate further tensions, and the result of reforms may influence the shape of the Iranian political scene in the longer term. Although the protesters criticised Iran’s engagement in Middle Eastern conflicts, it is unlikely that the authorities will decide to limit it. Yet, the Iranian government will strengthen efforts to ensure an EU guarantee for the nuclear deal.

Czechs on the Leading Edge in Dealing with COVID-19

Czechia has become a pioneer twice over in the fight against COVID-19 in the EU. It was among the first European countries to introduce restrictions and one of the first to lift them. Incidence remains the highest among the Visegrad Group countries, however the Czechs have quickly flattened the disease curve. This contributed to the decision to end the state of emergency on 17 May. Problems with extending the emergency period have exposed the limits of the minority government. The current fiscal policy of Prime Minister Andrej Babiš indicates his fears about the political consequences of the coming economic recession.

Czeska awangarda – sposoby radzenia sobie z epidemią COVID-19

Czechy stały się podwójnym pionierem w walce z pandemią COVID-19 w UE. Są bowiem w gronie pierwszych państw europejskich, które wprowadziły obostrzenia, oraz tych, które zaczęły je znosić. Skala zachorowań pozostaje tam największa w Grupie Wyszehradzkiej, jednak szybko udało się spłaszczyć ich krzywą. Przyczyniło się to do decyzji, by 17 maja zakończyć stan wyjątkowy. Problemy z jego przedłużeniem obnażyły limity funkcjonowania rządu mniejszościowego, a bieżąca polityka fiskalna gabinetu premiera Andreja Babiša wskazuje na jego obawy o polityczne skutki nadchodzącej recesji gospodarczej.

In its political dimension, the move highlights the international role of France and the EU. It can also contribute to decreasing the dependence of African states on China. If it succeeds, President Emmanuel Macron can go forward with his initiative to reform the global governance system, especially the UN, and to emphasize the importance of the EU’s Southern Neighbourhood Policy.
