This special issue of ESSACHESS—Journal of Communication Studies offers rhetorical and/or cultural-critical perspectives on peace, non-violence, and the role of civic discourse in contemporary times. Intended for both academic and civic readership, the issue covers international scholarship that focuses mainly on the last 30 years of communication and rhetorical perspectives on peace-related discourse, including the historic period following 1989 that created a democratization of public discourse throughout the world, yet engaging even more peace and conflict as paradigmatic perspectives on migration, terrorism, communism, and political and social change. Looking at how the complex relationship between the topoi of <peace> and public discourse of the 21st century continues to remain one of the most challenging dimension both for academic readership and for the citizenry of the world, this special issue interpellates (from an Althusserian perspective) areas of communication and discursive studies that highlight distinct and pertinent cultural approaches to peace-related research nowadays. Thus, in order to capture the problematic of peace-related public discourse in the world, as editors, we propose interdisciplinary scholarly contributions that call readership from all discipline such as yet not limited to political communication, rhetorical studies, intercultural and/or international communication, and peace and conflict studies in order to engage with the complex and challenging textures of rhetoric and peace, civic discourse and consensus- building in current times...

Ce numéro (volume 9, n° 2/18, 2016) de la revue ESSACHESS fait suite à un colloque organisé du 23 au 25 novembre 2015 par la chaire Unesco « Pratiques journalistiques et médiatiques » à l’Université de Strasbourg. Cette manifestation intitulée « Les réseaux socio-numériques : un espace de liberté ou une utopie mort-née ? » a réuni plus de soixante-dix participants venus de douze pays. Un certain nombre des contributions qui suivent ont donc été discutées par les participants, d’autres non, car leurs auteurs ont directement répondu à l’appel à propositions de la revue, mais toutes ont suivies la voie normale de la lecture critique en double aveugle pratiquée par ESSACHESS. Comme il est habituel dans cette revue très bien indexée au niveau international, les textes se partagent entre le français et l’anglais.

For many Estonians, as well as for international experts interested in the country, the name Sulev Mäeltsemees is practically synonymous with Local Self-Government in Estonia. This is his calling, his vocation and his life-career. He has seen the Estonian city through the last years of Soviet rule, and he re-established the concept of Municipal Autonomy after the regaining of Estonian independence. Literally so: The respective provisions in the Constitution were authored by him. Between 1990 and 1993, he was Chairman of the Expert Committee for Administrative Reform of the Presidium of the Supreme Council (since 1992 Government) of the Republic of Estonia, and in 1992-1993 expert for Local Self-Government to the Constitutional Assembly

Zaštita kulturno-historijskog i prirodnog naslijeđa jedna je od obaveza koja je zapisana i u Dejtonskim papirima. Sprovodi se onako kako se sprovode i mnoge druge odredbe tog temeljnog dokumenta ove države. Nije potrebno ponavljati činjenice o genocidu, kulturocidu, urbicidu i užasnoj devastaciji kulturno-historijskog naslijeđa u minulim vremenima, a posebno u posljednjem ratu za BİH. Bar sada je jasno i ko je to i zašto je to činio.

The articles in this special edition of Culture Crossroads devoted to film have been inspired by reports presented at two international academic conferences held in Riga in 2016 organised by two institutions functioning under auspices of Latvian Academy of Culture: Riga Film Museum and Scientific Research Centre. The aim of the conference Baltic Sea Region Documentary Cinema: Social and Aesthetic Phenomena was to examine the documentary film of the Baltic Sea Countries (Latvia, Lithuania, Estonia, Poland, Denmark, Finland, Sweden, Russia, and Germany), to study the main trends and authors, looking at specific narrative and formal manifestations of the films. While the conference Film Director Jānis Streičs: His Films and the Signs of the Time was devoted to the classic of Latvian film Jānis Streičs, marking the director’s 80th birthday. The series of articles whose authors are experienced scholars and young researchers embraces a wide scope of themes which is a significant step in bringing into the focus of attention the regional documentary and feature films in the first special edition of Culture Crossroads dedicated entirely to cinema.

Szanowni Państwo, dziesiąty, jubileuszowy numer to nie tylko okazja do mniejszego lub większego świę- towania, ale to także czas refleksji i podsumowań. Z jednej strony jesteśmy świadomi występujących w czasopiśmie mankamentów i staramy się je eliminować, czyniąc wszystko co możliwe, aby czasopismo było coraz lepsze. Naszym niezrealizowanym celem jest na przykład wydawanie jego poszczególnych numerów w języku angielskim. Z drugiej zaś strony, mamy się czym pochwalić. Do tej pory opublikowaliśmy około 200 artykułów naukowych, głównie w języku polskim i angielskim, o łącznej objętości około 3 tys. stron. Teksty te są chętnie czytane i komentowane, o czym świadczy choćby duża liczba ich pobrań na platformach elektronicznych. Wśród naszych autorów są najlepsi polscy oraz zagraniczni specjaliści zajmujący się problematyką studiów strategicznych, bezpieczeństwa czy stosunków międzynarodowych. Što znači liberalizam danas? Unatoč činjenici da su sve suvremene partije djelomice preuzele liberalne programe, da je otvoreno društvo nadživjelo hladni rat te da se problemi kompleksnih društava ne mogu riješiti mimo liberalnih modela društava, teško je reći što je liberalizam danas. Dijelom je tome krivo uvjerenje da slobodna društva nisu u stanju osigurati preduvjete svoje egzistencije nego ih štoviše neprekidno razgrađuju, a dijelom uspon nacionalizma osobito u istočnoj Europi kao i njegova refleksija u zapadnoj Europi. Poznato je naime da je liberalizam odlučni protivnik nacionalizma.
