Foreword: Prvi broj Radova Zavoda za znanstvenoistraživački i umjetnički rad u Bjelovaru (2007.) sadrži trinaest članaka s održanog znanstvenog skupa pod nazivom 250. obljetnica Bjelovara: izgradnja i razvoj 1756.-2006. Znanstveni je skup održan u Bjelovaru 7. prosinca 2006. pod pokroviteljstvom Grada Bjelovara i Bjelovarsko-bilogorske županije. Bio je to prvi znanstveni skup u organizaciji novoutemeljenog Zavoda u Bjelovaru.

“The new issue of Administrative Culture you are holding in your hand, dear reader”, would be a wrong opening to this introduction of the relaunch of our journal – unless you printed it out, and why would you, there is nothing to hold anymore, except the gadget on which you are reading this. Moreover, what used to be Administrative Culture for a while is called Halduskultuur again (the same meaning, but in Estonian), yet with a new subtitle that indicates also a new, or broadened, direction: The Estonian Journal of Administrative Culture and Digital Governance.

This 28th issue of Lähivõrdlusi. Lähivertailuja is partly based on papers presented at the 20th anniversary conference of the VIRSU network in Tallinn on October 5th and 6th, 2017. Te languages under study in most of the articles are Estonian and Finnish, but two further Finno-Ugric languages, namely Karelian and Hungarian, are also dealt with in some contributions. A central theme present in many contributions is the history of linguistics and language teaching and the impact of traditions on today’s linguistics.
