Central and local Public Administration in Romania needs a professional body of civil servants, which would not be subject to political influences, would enjoy the stability, on the basis of the career principles of the public function and of the legality and equity in the professional evaluation. Relatively recent changes in the law applicable to the civil service sector raise a lot of question marks regarding the respect of principles assumed by our country in the process of accession to the european space, in the sense that a number of amendments to the legal institutions, contained in legal texts, are based on ideas that generate the arbitrary administrative decisions, and the equivoque in the application of legal norms. Regionalization of Romania, as a process of complex administrative-territorial share and social-economic settlement, will involve a rethinking of the duties and powers of the public authorities at regional and local level, by transferring from the central public authorities, which will lead to large institutional imbalances and the tendency to abuse of regional or local authorities.

The present paper focuses on the analysis of the following legal implications of regionalization: • Constitution review;• elaboration of the normative frame necessary for organization and function of regions and authorities of public administration at the regional level;• elaboration of regulatory acts related to the prerogatives of the authorities of public administration at the regional level.The legal implications that we are referring, start from the understanding of the region as a new intermediary administrative level, between the central level and the base level of public administration, represented by communes and cities.Such a definition of the region was adopted by the European Council in European Charter of Local Powers and, after that, by all documents which followed the appearance of this Charter and which make reference to the public administration.

Dengue remains to be a major public health concern in the Philippines, claiming hundreds of lives every year ( Jaymalin 2017). Given limited data for deriving necessary epidemiological parameters in developing deterministic disease models, forecasting as a means in controlling and anticipating outbreaks remains a challenge. In this study, two-time series models, namely Seasonal Autoregressive Integrated Moving Average (SARIMA) and Support Vector Machine (SVM), were developed without the requirement for prior epidemiological parameters. Performances of the models in predicting dengue incidences in the Western Visayas Region of the Philippines were compared by measuring the Root Mean Square Error (RMSE) and Mean Average Error (MAE). Results showed that the models were both effective in forecasting Dengue incidences for epidemiological surveillance as validated by historical data. SARIMA model yielded average RMSE and MAE scores of 16.8187 and 11.4640, respectively. Meanwhile, SVM model achieved scores of 11.8723 and 7.7369, respectively. With the data and setup used, this study showed that SVM outperformed SARIMA in forecasting Dengue incidences. Furthermore, preliminary investigation of one-month lagged climate variables using Random Forest Regressor’s feature ranking yielded rain intensity and value as top possible dengue incidence climate predictors.

Previous studies have shown that Medicare beneficiaries tend not to switch their prescription drug plans (Part D) even though they can largely save drug costs by plan switching. To explore why this so-called “plan stickiness” happens, the present study focused on the concept of social exclusion, which is one of the most important characteristics of the elderly. This study compared the impact of two types of social exclusion on an association between psychological cost and plan switching passive (or rejected) social exclusion and active (or ignored) social exclusion.

rt-therapy is considered a somewhat controversial method of treatment in the field of psychotic disorders. While randomized trials with various comparators reported few if any benefits from this method in schizophrenia diagnosed patients, case reports are more enthusiastic in this regard. The main objective of this research was to construct a pilot study for a clinical trial focused on patients with schizophrenia, stabilized on pharmacological treatment, who intend to participate in a form of structured, 10-session, once a week, individual art-therapy. A group of 5 patients diagnosed with schizophrenia according to DSM IV TR criteria, stabilized on atypical antipsychotics, were included in an art-therapy program, with weekly individual sessions, focused on the relation between self and social environment. Themes like “meeting a school colleague”, “at the cinema”, “a dinner out”, “improve your neighborhood appeal” and “making new friends” were approached during the 10 weeks of the program. All art-therapy sessions included cognitive restructuring and role play, as augmentation strategies for the experiential processing of emotions. A 10-points visual analogic scale (VAS) recording overall patient satisfaction within social relationships was applied at each visit. Patients reported improvements on VAS with a mean of 35% after 10 weeks. The overall number of social contacts initiated by patients increased with 20% compared to baseline. Caregivers reported a better collaboration with the patients in the domain of daily chores and a decrease of expressed aggressiveness. In conclusion, art-therapy could be useful in improving psychotic stabilized patients’ frequency of interpersonal contacts, decreased aggressiveness and improved their involvement in daily activities.
