Pitanje javnosti rada Ustavnog suda, koje je izazvalo tako veliku polemiku kako među samim sudijama Ustavnog suda tako i u profesionalnim krugovima i medijskoj javnosti, verovatno da nije zasluživalo veliki prostor i vreme koje je potrošeno da bi se razjasnilo o čemu je zapravo reč. Ustavna garancija javnosti rasprave pred Ustavnim sudom, uz opšteprihvaćene standarde za isključenje javnosti (koji se odnose na zaštitu interesa nacionalne bezbednosti, javnog reda i morala u demokratskom društvu, kao i zaštitu interesa maloletnika ili privatnosti učesnika u postupku), odnosila se oduvek samo na javno raspravljanje učesnika u postupku pred Ustavnim sudom. Iznenada, neoprezno i bez dovoljne svesti o posledicama, Poslovnik o radu Ustavnog suda iz 1991. godine neočekivano je javnost uveo i na sve redovne sednice Ustavnog suda, na kojima se nije odvijala javna rasprava, već se na njima obavljalo većanje i glasanje sudija o predloženoj odluci. Moguće je pretpostaviti da se to dogodilo usled nedovoljnog razlikovanja faze većanja od ostalih faza u postupku odlučivanja Ustavnog suda u predmetima klasične ustavnosudske nadležnosti u normativnoj kontroli. Nažalost, iako je takva nezakonita praksa trajala godinama, neprirodnost slike „direktnog prenosa svega onog što se događalo na sednici Suda“ ili sudije koji učestvuje u većanju i glasanju, a svoja gledišta iznosi pred predstavnicima medija i svoja uverenja brani uz nadzor televizijskih kamera, nije time bila manje upečatljiva.

(B/H/S edition) The Justice Network in BiH is an informal network of 64 non-governmental organizations established in January 2010 to support development of efficient, independent, and accountable judiciary, in order to instigate more efficient protection of human rights and establishment the rule of law in Bosnia and Herzegovina (BiH). To this end, the Network launched monitoring of the implementation of UPR recommendations in BiH in the same year. During the last 4 years, i.e. in period from January 2010 to March 2014, based on the monitoring, evaluation and research activities conducted by the members of the Network gathered around the Working Group for monitoring the implementation of UPR recommendations, we have published 4 annual reports on implementation of UPR recommendations pertaining to the justice sector. The reports were submitted to an extensive number of the justice sector stakeholders and the international community. The process of monitoring and evaluation was based on the methodology which included the identification of measurable indicators for each UPR recommendation, data collection and processing in a period of 6 to 8 months, and drafting the report and additional recommendations for the local decision-makers to ensure that UPR recommendations are adequately and timely implemented. This summary, which was the subject of extensive consultations within and outside the Network, was prepared on the basis of the aforementioned reports.

Facing 5 November 2008, when the Commission is to publish the progress reports, Macedonia and the wider Balkan region are considering the options for speeding up the process of accession to the EU. However, the difficulties faced with regards to political reforms, such as lack of political dialogue between the government and opposition decreases the likeliness that Macedonia will start accession talks in the years to come unless there is consolidated reform process that would be tested in the upcoming elections of March 2009.

Purpose: The main aim of our study was to contribute to this increasing body of the regional entrepreneurship literature by a better understanding of the regional entrepreneurial activity in Slovakia as an example of post-communist economy. Design/methodology/approach: We exploit the existing measures of entrepreneurship from Global Entrepreneurship Monitor and Statistical Office of the Slovak Republic, and we explore the inter-regional differences in the levels of entrepreneurial activity among eight Slovak NUTS 3 regions during years 2011-2015. We also employ the multivariate regression models and empirically investigate the relationship between the business environment and entrepreneurial activity in Slovakia. Findings: The average engagement in entrepreneurship in Slovakia was during the analysed period 16-18% of the economically active population depending on the measure used. The results of multivariate regression models have shown that the overall improvement of the general business environment positively influences the levels of entrepreneurship in Slovakia. Research/practical implications: We believe that such an observation may serve as an encouragement for the further efforts invested in improving business conditions for the established and new Slovak entrepreneurs. We also encourage future researchers to study further other location factors of entrepreneurial activity such as cultural, logistic and socioeconomic variables. Future research might also address the role of entrepreneurial infrastructure and public entrepreneurship and SME policies. Originality/value: The presented study empirically contributes to the body of knowledge on the regional entrepreneurship and the conducted approach towards quantification of the entrepreneurial activity might serve as an inspiration for other scholars.

In October, protests broke out in Lebanon following a proposal to introduce new taxes. The demonstrations, which were unprecedented in uniting members of all religious groups in Lebanon and led to the resignation of Prime Minister Saad al-Hariri, increased the chances the state will make economic reforms and fight corruption. The protesters demand new elections, which are highly unlikely because Hezbollah holds the dominant position in the government and has rejected this idea. A stable situation in Lebanon is in Poland’s interest as it provides aid to the country and Polish soldiers take part in the UNIFIL mission.

W USA rozpoczął się proces z udziałem tureckiego biznesmena Rezy Zarraba, który pomagał Iranowi w omijaniu amerykańskich sankcji. Przyznał się on do winy i został głównym świadkiem prokuratury. Sprawę krytykują tureccy politycy, obawiający się ujawnienia ich roli w tych działaniach. Proces pobudzi antyzachodnią retorykę w Turcji i pogłębi kryzys w stosunkach turecko-amerykańskich. Może także uderzyć w turecką gospodarkę ze względu na rzekomy udział państwowego banku Halkbank w procederze. Przeciągające się trudności w relacjach Turcja–USA są wyzwaniem dla jedności NATO.

Unia Europejska pracuje nad stworzeniem wykazu pozaunijnych rajów podatkowych. Ma on zapobiegać unikaniu opodatkowania przez korporacje. Może się jednak okazać nieskuteczny w walce z transferem nieopodatkowanych zysków poza UE. Polska, jako państwo tracące nawet do 10 mld euro rocznie na unikaniu płacenia CIT, może dołączyć do grupy państw najaktywniej zabiegających o zacieśnianie współpracy w tej dziedzinie.

Protiv režima predsednika Viktora Janukoviča prvo su se pobunili studenti prošlog novembra na Majdanu, centralnom gradskom trguu Kijevu. To su Ukrajinci koji imaju najviše da izgube, mladi ljudi koji sebe bez puno razmišljanja smatraju Evropljanima, koji za sebe žele evropski život u evropskoj ukrajinskoj domovini. Mnogi od njih su levičarskih uverenja, neki od njih su čak i radikalni levičari. Posle godina pregovora i meseci obećanja, ukrajinske vlasti pod predsednikom Janukovičem u poslednjem trenutku odustale su od potpisivanja jednog od glavnih trgovinskih sporazuma sa Evropskom unijom.

Sa prozora hotela “Ukrajina”, gde obično odsedaju turisti, pa i pisci koji svojim književnim poslovima stignu u Kijev, pruža se jedinstven pogled na Majdan, odnosno Trg nezavisnosti kojim dominira ogroman prostor. Ne može se lako prepešačiti. Unaokolo su masivne zgrade sa čijih krovova se otvara sadržaj ovog trga kao na dlanu. Upravo taj trg je mesecima poligon demonstrantima koji su se suprotstavili proruskoj politici predsednika Viktora Janukoviča.

Sada je i onim najnadmenijim skepticima postalo jasno da spor Rusije i EU u vezi Ukrajine nije spor dva privredna subjekta oko ekonomskih interesa i višemilijardnih dugova ili kredita. Svi oni kojisu tvrdili da izbor evropskog puta Ukrajini neće doneti nikakva osetna preimućstva i finansijske olakšice, trebalo bi sada da stanu u ćošak i da se tamo stide. Suština izbora je ležala i nečem sasvim drugom. Marksistička ideja o srećnom životu koji se meri blagostanjem i stabilnošću, sada je u Ukrajini odgurnuta u zadnji plan. Viktor Janukovič ne samo da se odrekao evropskog puta, nego je izabrao put ruskog autoritarizma.

The need to combat drug smuggling from Syria to other Arab countries has contributed to their leaders’ decision to normalise relations with Bashar al-Assad in order to convince him to curb the practice. The dismantling of the Assad-run captagon production and smuggling network is also becoming a priority of Western countries’ Middle East policy due to the increasing flow of the drug into Europe as well.

The Belarusian authorities continue to suffer the consequences of rigging the 2020 presidential elections and their support for Russian aggression against Ukraine, which have resulted in a significant reduction in political and trade contacts with Western countries. To maintain internal stability, the regime is stepping up repression and attempting to militarise society by portraying external threats. Although the risk of regime collapse is not high, the EU should be prepared to increase its support for the democratisation of Belarus.

After the Russian invasion on Ukraine, which begun on 24 February 2022, Bosnia and Herzegovina, Kosovo and the Western Balkans region as a whole, once again became a focus of international attention. For more than a decade the US administration has left Bosnia and Herzegovina in the care of the European Union (EU), which has more than evidently missed the historic opportunity to make important steps forward towards a prosperous BiH. Not just that such steps have not been made but the EU has created in BiH a situation identical to that in Ukraine in the eve of the Russian invasion. The sequence of moves by EU officials towards BiH indicates a high risk of corruption, just as in the case of the possible imposition of the BiH Election Law.

Political corruption in Lebanon traces its roots to the re-assembling in the post-civil war era, which entrenched a realm of politics dominated by war lords and militia-like mentalities operating through a sectarian discourse. The waste resulting from “confessional governance” costs Lebanon 9% of GDP each year. 1 In the early 1990s, “Lebanese political bosses either coopted or gutted institutions such as unions, professional associations and opposition parties. Public schools and hospitals were defunded.” Today, many Lebanese do not send their children to public schools or hospitals. Sukleen, the company contracted by the government to collect waste in Beirut and Mount Lebanon charges 4x more per ton of waste disposed in landfills compared to providers in the UK. 2 Nearly 40% of electricity is produced by private generators established during the civil war and partially owned by various politicians today, profiting close to $1 billion a year. Electricite du Liban, the public electricity company collects payments for only half of the power it produces.
