Commentary on the Governmental Mass Privatization Project, October 1993

Commentary on the Governmental Mass Privatization Project, October 1993

Author(s): Vesselin Passev / Language(s): English

The belated start of privatization made the realization of the government's privatization program for 1993 impossible. Merely 2 per cent of the designated enterprises will be sold by the end of the year. The work of the Privatization Agency on preparing the companies for privatization is slowed down by the fact that in a great many instances the legal state analysis indicates that the ownership of long-term assets is unestablished.

Public Opinion on Foreign Investment, April 1993

Author(s): Daniela Bobeva,Blagovest Georgiev,Sasho Stojanov,Bojan Guseiev,Tihomir Bezlov / Language(s): English

Compared with the other central and eastern European countries - Hungary, Czech and Slovak republics and Poland, foreign investment turns to be a new phenomenon for the Bulgarian economy. Thus the public opinion on it is in a process of forming. The role of researchers, different studies, the mass-media and foreign investors, themselves, in inspiring public support and acceptance of foreign investment is of great importance. This will contribute to the success of investments that have been made as well as to their further attraction to the country.

In countries with an established parliamentary tradition, political self-determination after elections usually coincides with the actual result of the elections. Any differences are in favour of the winners. Having in mind the complex psychological relations of Bulgarians to political power, we expected originally that answers in our poll would show a wider following of the Bulgarian Socialist Party, BSP (formerly Communist), than revealed in its electoral percentage.

It would seem that today the basic problem is one of the content of the transition. This is frequently being reduced to the opposition "communist totalitarianism - Western democracy". And this is easy to explain from the point of view of psychology. But this superficially self-evident opposition must not lead us to the over-simplification of the problem of democracy.

Keywords: Cultural heritage; cultural sites in Kosovo; Serbian monasteries in Kosovo;

On 14 November 2009, Europa Nostra, the Pan European Federation for Cultural Heritage, organised a Forum bringing together one hundred heritage professionals and interested members of the public from across Europe at UNESCO Headquarters in Paris to discuss possible ways forward in the protection of the cultural heritage in Kosovo. // While recognising the scale of deliberate heritage destruction in the recent past, the continuing threats and state of disrepair of many historic buildings and sites, both listed and non-listed, the preparatory meetings generated positive energy and some optimism for the future. Among the individuals with a heart for cultural heritage there is a genuine will to get to know one another and to act together for the benefit of the safeguard of the cultural heritage in Kosovo, as an integral part of Europe’s common cultural heritage. The discussions yielded a wealth of practical ideas and initiatives that could be deployed to bring to life the hopes and ideals expressed at the Forum. // The publication contains the transcripts of the recorded speeches and discussions during the Forum.

The Situation of the Serb Minority in Kosova

Author(s): Shkëlzen Gashi / Language(s): English

Keywords: Serbs in Kosovo; Kosovo constitution;

Published in March, 2006 by the »Council for the Defence of Human Rights and Freedoms« (Prishtina). // „If we take into consideration the classification of democracy in fictive, formal and real democracy, we can say that Kosova is a country with formal democracy, not to say a country with fictive democracy. This is due to the fact that according to UNMIK Regulation 2001/9 (the Constitutional Framework for Provisional Self-Government) “Twenty (20) of the 120 seats in the Assembly of Kosova shall be reserved for the additional representation of non-Albanian Kosovo Communities”. This is not surprising if we bear in mind the fact that during the ‘90s, out of 130 deputies, who were to be elected in the Assembly of Kosova, only 100 were elected directly, whereas the others were to be elected based on the principle of the proportional representation of the political parties and the adequate representation of the political parties, which draw together members of the national minorities living in the “Republic of Kosova”. // Despite the fact that additional representation is a positive thing, this does mean that the situation of the Serb community in Kosova is satisfactory. On the contrary, in some parts of Kosova, the situation of the Serb community is grave. Positive discrimination may have negative effects in many cases – it seems that it has had such an effect on the Serb community in Kosova“ (Introduction)

The European Union and the Balkans. From Stabilisation Process to Southeastern Enlargement

Author(s): Wim van Meurs,Alexandros Yannis / Language(s): English

Keywords: EU Enlargement to South-East; Thessaloniki promis;

PUBLISHED IN SEPTEMBER 2002 BY THE CENTER FOR APPLIED POLICY RESEARCH at MUNICH UNIVERSITY. Adopting an Agenda for Southeastern enlargement would signify the progressive and balanced shift of the position of the international community and the local leadership: from stabilisation to enlargement; from international micro-management of the region to macro-management with greater local responsibilities; and from an international institutional proliferation to an integral institutional framework. The development of a flexible and informal common roof under which all current strategic objectives, actors and initiatives would be re-arranged to create dynamic synergies would be the acknowledgement of this paradigm shift. The above strategic complementarity and institutional congruence of the Southeastern enlargement process has to be consolidated in the next 2-3 years with the 2004/2005 Eastern enlargement as a deadline. // In conclusion, what may have worked reasonably well in Eastern enlargement process requires additional endeavours in the case of Southeastern enlargement due to the qualitatively and quantitatively different challenges this region poses. A consistent Agenda for Southeastern Enlargement after 2004, including the establishment of an Informal Consultation Council to provide the much-needed strategic and institutional coherence and orientation under EU leadership as well as an enhanced Stabilisation and Association Process will be needed soon, in order to secure a credible Balkan trajectory to Europe.

Facts about Democracy in Czechoslovakia

Author(s): Brackett Lewis / Language(s): English

Keywords: Masary; Czechoslovak Democracy;

On the basis of the usual definition of democracy as “government by the people, direct or through elected representatives”, there are not many Democracies left in Europe (1938). This little book is an attempt to examine objectively the state of democracy in the Czechoslovak Republic, to learn in how far government is by the people and for the whole people. The historical foundations of its institutions would have contributed to the study, but have been omitted for the sake of brevity except where necessary to indicate advances made under the Republic. Democracy has been considered herein, moreover, not only in its political, but also in its social and economic connotations. We shall take a glimpse at the democratization of agriculture through the land reform and cooperative credit and marketing. At democracy in education, social legislation, the relations of the several nationalities inhabiting the Republic, as well as at the status of representative government. (from the author's introduction. Text has been published in 1937 by the American Institute in Czechoslovakia.

In times of diminished regional interest in EU accession, which finds at its center tensions over historical-cultural claims between North Macedonia and Bulgaria preceded by a decades long similar dispute with Greece, we look for examples in the Visegrad 4 group of country for overcoming regional nationalism and propose routes for EU's further enlargement.
