Intelligentsia and Scientific and Technological Progress in the conditions of the Russian Province at the Turn of the 1950s and 1960s (Based on materials from the Western Urals — Perm region and Udmurt ASSR)

Summary/Abstract: Based on the materials of the Western Urals (Perm region and Udmurt ASSR), the entry of the Russian province into the era of the scientific and technological revolution and the role of the intelligentsia in this process are considered. Shows the successes and contradictions of scientific and technical progress in the period of 1950—1960-ies, in particular during the economic reforms of 1957, selfless work and creative search of the best representatives of intellectually-minded social stratum, a change of attitude in the management field. The main directions and organizational forms of technical intelligentsia activity to accelerate scientific and technological progress are identified, such as: improving the educational level of specialists, in particular with the opening of technical universities in the region, developing a system of retraining; using the experience of related and related enterprises in the country, expanding foreign contacts; improving the technical information service, activating the work of technical commissions, creating scientific and technical councils; concluding economic agreements between industrial enterprises, research organizations, universities; organizing the society of inventors and innovators, creating public design bureaus, creative integrated teams, etc.
