Summary/Abstract: A third party who claims or is alleged, during a confiscation procedure, to be the owner of the property whose confiscation is being considered, must: - be informed of his or her right to be a party to the proceedings and of his or her right to be heard; - to be given the opportunity to exercise these rights and to invoke ownership title before a decision is taken to confiscate the property.
