Summary/Abstract: The purpose of this article is to identify the necessary measures to strengthen the capacity of the administrative system to the current problems related to COVID-19, economic development, ensuring socio-economic balance and faster integration of the Republic of Moldova in the value system of the European Union and the world. To this end, the aim is to develop a new Strategy that includes complex combined measures for sustainable socio-economic development and an increase in the quality of life in the process of efficient implementation of reforms in the field of administration, legislation, prevention and control of socio-economic imbalance as well as poverty reduction. This article uses a new method of researching the interactions of the various parts of the economic system and the close relationship between the ways of developing (balanced and unbalanced) socio-economic systems and the administrative, legal and institutional capacity to implement standards that mean economic equilibrium, growth national economic potential and mitigating the consequences of the COVID-19 pandemic.
