Summary/Abstract: Political parties and general/local elections that should be held in a regular term are indispensable to a democratic regime. Turkey adopted a multi-party political system and an election system after 1946 that based on majority method for the period of 1950-1960. Due to this system Democratic Party could come to power three times in this decade. Contrary to this however by the 1961 general elections they introduced another electoral system that is called proportional representation which is prevented a political party to gain the power completely by itself and paved the way to set up a coalition government in the upcoming years in Turkey. So Turkey had to be led by four coalition governments in the period of 1961-1965. The first three coalition governments were formed by the Republican People’s Party that was the successor of the general elections of 1961. On the other hand the fourth coalition government set up by independent senator, Suat Hayri Ürgüplü. This article aims to examine the concept of the coalition theoretically, in which framework it will be analyzed the coalition governments in the period of 1961-1965. In the next step we will focus detailed on the founding phase of the fourth coalition government led by Suat Hayri Ürgüplü. Another issue that should be pointed out in this context is the internal and external political developments of Turkey in that time.
