Summary/Abstract: Missions of small states envoys to international congresses and conferences can be important for many reasons: historiographical, international law, foreign policy, or diplomatic character. Numerous international congresses were held in Europe in the 19th century. All of them, as a rule, were maintained after international crises, such as the Great Eastern Crisis (1876‒1878), which is directly related to our work.
