How smart can a thematic number be about Smart City?

Summary/Abstract: Smart City is a fashionable legal concept and like anything that is fashionable, it can be reinterpreted in so many ways that there is a major risk that in the end the whole concept will be severely altered. At the same time, although Romania's need for administrative-territorial reorganization is explicit, in reality any project implemented in Romania under the concept of Smart City did not reach its true potential, because the legal premises for ensuring such structures were not provided. Even if we cannot fully explain in a thematic issue of this Journal what a Smart City is, we can approach the subject in such a way that the readers' appetite is satisfied and thus provoke the search for as much information as possible about this concept that will revolutionize the world as we know it today.
