Summary/Abstract: Due to location of Tbilisi, its on the trade routes has attracted the attention of many nations. This situation caused tough struggles between the nations who wanted to dominate here. It is seen that Tbilisi has remained under the rule of many nations throughout history such as the Arab Caliphate, Byzantine, Khazars, Seljuks, Mongols and Russians. Especially, after the Islamic conquests that started in the Hz. Omar period, Tbilisi has become a place where struggles can take place constantly. After the 40s of the 8th century, Tbilisi became the residence of the Arab Caliphate. After the Emirate established by the Arab Caliphate in order to facilitate the administration in Tbilisi, the Georgian and Abkhaz people started to pay tribute to the Tbilisi Emir. This situation caused of the rebellion of the local people. The gradual weakening of the Caliphate caused the Emirates to play an active independent role in the politics of the inner Caucasus together with other feudal units. The Tbilisi Emirate, which was founded by the Arab Caliphate and is an important outpost of the Muslim administration in the Caucasus, was continued King IV. Davit’s capture.
