Summary/Abstract: The world is in continuous change. The process of creating a society of information and knowledge determines the rapid change of the patterns of work, learning and life. The Memorandum on Permanent Learning, proposed by the European Commission in October 2000, states that up-to-date information, knowledge and abilities are extremely valuable and that human beings are the main actors of such cognitive societies. The human ability to create and effectively use the knowledge on a continuously changing basis counts the most. In order to develop this ability to the maximum, people have to be active citizens. Permanent education and formation is the best way to face the challenges of the new society. The European dimension brings about the necessity of cooperation and partnership, both national and institutional, of the decisional factors. Libraries own an impressive potential to orientate people towards permanent learning, thus contributing to the number of qualified persons, and forming abilities of informational culture. Pertinent arguments regarding the necessity of involving libraries in promoting permanent learning were presented during the international project ENTITLE. The result of the project are presented in the ENTITLE guides, which offer practical suggestions on the library involvement in promoting and developing permanent learning.
