Summary/Abstract: The article provides an overview of the legalization and regulation on issues related to training opportunities for civil servants. The main legislative specifics are considered and possible solutions are presented. The current situation in terms of the number of employees in the state administration is outlined. The system of the administration is also examined by structures, incl. central and territorial administrations, which allows us to see at which levels of the state administration has the highest employment rate. Data related to the level of education of civil servants are analyzed. Age groups are presented, which cover those employed in the administration. The above allows to make suggestions for employee training, which should be bound to their needs. Theoretical justification for the importance of education for the development of human resources in the administration is given. A model for individual approach to employees in their qualification and their participation in various training programs is suggested.
