Summary/Abstract: The competency-based approach is at the heart of human resource management in public administration. It is a reflection of the strategic place of labor in it as a creator of: services for the population and business, normative documents and expert consulting product. The aim of this work is to interpret aspects of nature, motor transition, institutional precense and issues of competence in public administration on the basis of recognized features of labor. The studied approach is a specific moderator: both a disciplining and productive factor of labor in public administration, which finds manifestation with the spatial presence of the competence vector in the regulations of the activity of public administration. In the context of the Bulgarian civil service, competence is a key development priority.
