Summary/Abstract: The present collection of the Higher School of Security and Economics (Volumes I and II) captures the highly fruitful international scientific conference on Artificial Intelligence in Security - Advantages and Threats, which took place in September 2022. The edition contains keynote and plenary papers. They are divided into three scientific panels focusing on topics such as "Artificial Intelligence Systems in Security", "Economic Growth and Sustainable Development" and "Artificial Intelligence in Administration, Public Management and Social Sciences". Speakers include academic authorities from Europe, Asia and Africa. The proceedings of the VUSI conference are published in two volumes by VUSI Publishing. There is also an online abridged version of the publication available on the VUSI website – www.vusi.bg.

- Summary/Abstract:Security was, is and will be one of the basic human needs. The state is naturally predestined to satisfy it. Various authorities and its structures perform a number of functions and tasks in the area of security, while increasingly using ICT and artificial intelligence (hereinafter referred to as AI for short). Today, we observe the process of the constant expansion of the list of countries using AI in order to ensure the state of security, although depending on the system in force in them, its intensity and depth of interference in the sphere of rights and freedoms of an individual are different. The purpose of this article is to define what is AI, which is applicable in the area of state security, and to indicate the prospects for the development of AI. The historical method was used as the leading one in the research process, supported by the comparative method and the dogmatic method. The development of AI in the field of security is inevitable. There is a danger of the uncontrolled development of AI and its alienation. AI will be transferred into space, enabling man to exploit it economically. It is necessary to take steps to enact legal regulations, including international ones, which will cover the methods and scope of AI use in the sphere of both military and non-military security.

Focus is to the conception of „smart borders“ and use of temporary technological achievement and their application in border control in EU and Bulgaria as an external border of EU. Smart technological approaches at different types of borders of Bulgaria: earth, see and air are researched. Relationship between technic and officers are analyzed. However, with all the benefits it brings, artificial intelligence contains also some risks which should be well studied, evaluated and mitigated. Risks are inevitable and they should be confronted but this does not mean that artificial intelligence should be underestimated or opposed. - Summary/Abstract:Artificial intelligence is the future of all humanity, and by betting on AI, Russia sees itself in direct geopolitical competition with the US and China, but it lags behind in science and development in this area. Politically, the Russian government is unlikely to dramatically increase investment in emerging technologies, given the country's old hydrocarbon-based extractive economy. For Russian strategic thought in foreign policy, information warfare is an integral part and the line between conventional and asymmetric warfare is blurred. In order for Europe and the US to cope with the new type of hyper-war caused by AI, a dynamic model of countering asymmetric threats must be developed. Governments, large non-profit organizations should also invest in research that will assess the short-term and long-term consequences of the use of AI.

- Summary/Abstract:The color revolution in Ukraine started in 2013. Gradually, the tension escalated into armed clashes between Euromaidan supporters and the law enforcement authorities, which led to a coup in Kyiv. The eastern provinces of Ukraine, inhabited by a Russian-speaking population, declared against the violent change of power. In Donetsk and Luhansk, separatist republics were established. The authorities in Kyiv sent troops to quell their rebellion. On March 16, 2014, a referendum was held on Crimea's accession to Russia. On February 24, 2022, the armed forces of Russia invaded Ukraine. In hostilities, both sides use modern weaponry. The supplies of military equipment from NATO and the EU to the government in Kyiv are not stopping. Thus, the military conflict in Ukraine became internationalized and turned the country into a testing ground for weapons of the latest generation.

- Summary/Abstract:The security situation in Nigeria over the years been such that is alarming and no doubt that this ugly challenge of insecurity has affected all the sectors of the economy including the real estate sector while investment in same was seen to affected negatively. This study focused on smart technologies (ST) and artificial intelligence (ST) and their relation to security and real estate practice. It focused on firms/individual efforts aimed at providing security. In other words their commitment to security concerns. The methodology is purely descriptive and the population includes that of Estate Surveyors and Valuers in professional practice. The questionnaire administration was basically via social media. The study defined artificial intelligence and smart technology and what it should encompass in respect to real estate practice. It identified various security measures and modern technologies that have been deployed to enhance real estate practice. More importantly, it noted that there is noticeable level of awareness and application of AR and ST. The study recommends collective effort and more on individuals and as well firms capacity in ensuring security of all sectors of life.

As stated in the Strategy for Digitization of Agriculture and Rural Areas of the Republic of Bulgaria [5], „digitalization allows the agrarian economy to realize its high potential and reap the same successes as the high-tech spheres of the economy: increasing productivity, adding value, improving quality and safety, and thus income and quality of life, drastically reducing pollution to sustainable levels, flexible and quick response to market trends“. The application of artificial intelligence in this regard needs to bring the Bulgarian agricultural legislation in line with the specifics of artificial intelligence, respectively the creation of new up-to-date legal norms in this area.

- Summary/Abstract:The development and implementation of artificial intelligence (AI) is largely determined by the development and potential of the anthropogenic factor. Today, the „fourth industrial revolution“ in the agricultural sector is particularly important and necessary, i.e. digital agriculture to be the basis of the modern agrarian revolution in the Republic of Bulgaria. The modern economy today is characterized by the rapid entry of artificial intelligence AI, which is changing a number of economic sectors, including and agriculture and the rural economy, as territory. Society as a whole is facing sweeping transformations and a new technological revolution. In our country, AI as a key tool of development is entering more slowly, but more importantly, it is becoming a catalyst for the need for digital transformation.

- Summary/Abstract:The main thesis defended in the report is that modern social networks and virtual civil communities, among other things, can and should be analyzed as generators of fake news. The impact of fake news is not at all in the field of credibility. To reflect this fact, the term „post-truth“ emerged. In our opinion, in order to reveal the essence of fake news, it is necessary to use the concept of „illusion“, one of the main concepts in epistemology, but also in psychology, and in a certain sense also in sociology. - Summary/Abstract:The report aims to present the advantage of using the innovative approach to human resource management through emotional intelligence (EI). The applicability of EI in organizations in different social spheres in crisis situations is increasingly demonstrating its importance. There is still uncertainty in clarifying some key theoretical constructs in this direction, which in the report is part of the conceptual focus. - Summary/Abstract:The role of artificial intelligence is an essential point in the theology of Islam, which, as a religion of nearly 1.7 billion people, occupies an important place in the way of life of the Muslim community. In Islamic theology, it is categorically stated that Allah „created“ man, gave him water, fruits and sustenance. This moment of the Holy Qur'an shows that any attempt to change this basic thesis will be rejected and not recognized by the Muslim community. Its uniqueness is a fundamental postulate in Islam, and this can be the basis for rejecting artificial intelligence. Thus, in certain situations, with just one fatwa, the relationship between Muslims and Christians in Europe can be changed in a very short time in a negative aspect, and artificial intelligence can become an occasion for a holy war (jihad). The subject of an impending conflict between artificial intelligence and Islamic theology is real. At this stage, these processes are not yet registered, but they are coming as a serious test for the future of humanity.

- Summary/Abstract:The emergence and development of new information and communication technologies has opened up vast opportunities for people to communicate, create and distribute content through multiple services and platforms, exercising their rights on and off the Internet. They have become the new center of attraction for active information exchange due to their accessibility, sense of community and understanding between its members. The direct communication is both the advantage and the disadvantage of this type of media. Along with their indisputable advantages, their main disadvantage was also discovered - the possibility of being used as a means of disinformation among the public and subsequent manipulation through the spread of so-called „fake news“. This article examines the possibilities of using artificial intelligence systems as a tool in the fight against fake news, summarizing scientific research on the subject. At the same time, the issue of the risks of using artificial intelligence systems to freedom of speech is also discussed.
