IMPACT OF GOVERNMENT MEASURES TO PREVENT COVID-19 ON BUDGET REVENUES IN THE REPUBLIC OF KOSOVO

Summary/Abstract: This paper is designed to present a scientific analysis regarding the impact of government measures to prevent COVID-19 on Budget Revenues of the Republic of Kosovo, measures applied by the Government of the Republic of Kosovo to prevent the spread of the COVID-19 Pandemi have had direct effects on the Budget Revenues of the Republic of Kosovo and in all their types. The effects of these measures were reflected by reducing it to the cessation of activities in many areas, most affected were the areas of services related to passenger transport, both land and air, the closure of gastronomy and hotel activities, activities of animal and vehicle markets, sports and cultural activities, while on the other hand some facilities provided by the Ministry of Finance and Transfers for extension of the deadline for payment of property tax and personal and corporate income taxes, pension contributions such as Interim measures had a direct impact on the amount and timing of tax obligations, and finally the measures taken by the Central Bank of Kosovo to extend the loan repayment period for both businesses and individuals, these circumstances have brought difficult position have forced the Government and the same to increase public debt to cover public spending. This paper will analyze whether these government measures to prevent the spread of the COVID-19 pandemic have had an impact on the decline in budget revenues.
