Summary/Abstract: Technological progress has helped society to take a leap towards success. Every technological reform is a small step towards mankind’s advancement and progress. Information technology developments have had an impact on educational organizations as well. General interest in this regard, i.e. education, has been increasing during the past century and will continue to do so throughout the 21st century too. Modern Distance Education has improved as a result of ICT networks and internet tools that bring great advantages. These ensure a global level playing field and make sure chances and access to education are guaranteed. Using mobile technology integrated with satellite technology, especially the IMT-Advanced systems satellite based on SAT-OFDM technology, in Distance Education may as well represent an urgent matter for developed countries, where a large percentage of the residents is spread across rural and remote land areas with low Internet access. In this paper we present the M-School Management System which is a l tool based on mobile technology and has several features including Student Information System (SIS), Course Management System (CMS), Fingerprint Recognition Student Attendance System, examination, library. The IMT-Advanced- Satellite Systems based on SAT-OFDM technology provides trustworthy and ubiquitous communication services on a permanent and universal basis. This paper addresses some of the issues and concerns on a research on the creation of the M-School Management System using mobile technology integrated with the Satellite IMT-Advanced Systems based on SAT-OFDM technology for the Iraqi environment, where a large part of its population is scattered across rural and remote land areas. The system has been designed to ensure the efficient interaction between students, tutors, parents and the school administration board.
