Cooperativeness of local governments

Summary/Abstract: Efficiency and effective public service providing requires a minimum of coordination, and sometimes the institutional forms of cooperation. Cooperation between communes can be provided under a number of Polish legislation formulas. Despite these reasonable conditions, and favorable regulations in the Polish local government there is a serious lack of capabilities to work together. This article tries to diagnose the scope of this cooperation and characterizes new initiatives to change this situation.
