Summary/Abstract: The issue of human rights protection took on a new dimension in the contemporary period, when the problem of the existence and maintenance of the human species on earth was imposed on humanity with all its harshness. The General Assembly of the United Nations adopted the Universal Declaration of Human Rights on December 10, 1948. Thus, for the first time in human history, it is possible to incorporate all categories of rights into a universal political and legal document. They emphasized the well-thought-out concept of human rights and freedoms, so that, much later, the protection and observance of human rights became an inseparable condition of the rule of law and its international recognition as a democratic state.
