Summary/Abstract: In the 4th century, Roman emperors had different relationships with church leaders, beginning with Constantine the Great and ending with Theodosius. This study scrolls through writings of the Church Fathers of the East and the West, which crystallized, based on Biblical statements, an institutional relationship with the Roman Empire, from the paradigm offered by the Book of Acts. Saints Basil the Great and Ambrose of Milan met Emperor Valens, whom they honoured, but also warned about religious issues that only the Church can solve.
