Summary/Abstract: This paper starts from the premise that high unemployment in Serbia has been conditioned by the low level of economic development and by the economic reforms that have been underway for several years. These make labor underutilized as devel- opmental potential and cause numerous social problems. Such unemployment is un- sustainable from the economic and social point of view, as well as because of the Eurointegration processes in which Serbia is taking part. Increasing employment should be at the top of development priorities in Serbia. Authors emphasize that this could be accomplished through rising investments from national and international sources; redirecting investments toward industry and agriculture, stimulating and enhancing all forms of entrepreneurship, employing help from EU and continuing re- forms of the labour market and employment system. This way, Serbia should become a more developed country with smaller contingent of unemployed labor force and better prepared for accession to the European Union.
