Summary/Abstract: With the emergence of the modern state understanding in the 17th century, the state gained an indivisible understanding of sovereignty. However, the transformation of the state over time has also led to changes in the understanding of sovereignty. Private sector has started to be used in defense and security services which are under state monopoly. At this point, private military companies come to the fore. While these companies actively participate in wars, they also carry out activities in the fields of intelligence, logistics, procurement and training.
