Summary/Abstract: Terrorism can only emerge within the borders of the country, develop and become a threat; and sometimes it may be of foreign origin or support. Although the PKK, one of the terrorist organizations we have discussed in this study, claims to have emerged as a popular movement; it is a foreign-supported organization in terms of finance, weapons and militant aid it receives from many countries. In this article, the changing structure of Turkey’s counterterrorism policies is examined through the example of the PKK terrorist organization.
