Summary/Abstract: Smart Village" and "Smart City" are areas where various electronic and digital methods and sensors are used to gather information. Insights from collected data focus on efficient use of assets and resources. In this concept, Internet of Things, Artificial Intelligence, Blockchain etc. technologies are applied. Some components are created on the basis of these technologies. An example is the electronic collection of electricity and water consumption in certain places. As a result, the population can see their service history and make payments using certain software. In addition, relevant government agencies have the opportunity to carry out optimization studies based on the information collected in the entire database. All these electronic applications apply to medicine and transportation. It is possible to observe the pollution in the city on an electronic map through wireless sensor networks for air monitoring, especially to protect the environment. The article examines the problems of smart city and smart zone development in the Republic of Azerbaijan, reveals the differences between smart and ordinary cities and regions, the reasons for gaps in the development of smart cities and regions. It has been shown that the level of distribution of digital and intellectual technologies in cities and regions is affected by the existence of the structural gap between them. The characteristics of the process of dissemination of smart city technologies appear depending on the structure of the urban economy, the state of the information infrastructure and resource capabilities. Despite the popularization of the concept and the development of this project, it is important to note the relatively large and heterogeneous geography of smart cities. The first smart village project, created in Zengilan and commissioned in January, takes into account the geographical structure and infrastructure of the region.
