Summary/Abstract: In this article the focus is on the analysis of the historical-legal development of the concepts of “public order” and “national security”. In reviewing the legislative changes since the 1990’s and the applicable case law, we find that their substance has been the subject of numerous official interpretations. The admission of the Republic of Bulgaria into organizations such as NATO and the EU has seen their meaning improves. The Council of Ministers, in its role as the central collective body of the executive power, is the holder of a number of powers when implementing policy in the field. The most fundamental task of the system of administration bodies is the carrying out of operational and investigative activities, the main objective of which is the prevention and detection of crime.
