PRIVATIZATION OF SOCIAL OWNERSHIP

Summary/Abstract: The failure of rational transformation of social ownership has imposed the problem of its privatization. This opens a series of issues, some of them fundamental, namely: (1) why is it necessary to privatize the social sector of economy; (2) whether this should be done against compensation in money, or not; (3) in what way to determine the value of social property; (4) in what way to effect the distribution of social property among private owners; and (5) which enterprises should be privatized? After providing answers to the above questions, the author describes the procedure of privatization which is adopted in Yugoslav legislation; it is based on partial privatization by way of issuing internal shares, which arc sold at reduced prices. In the final part the procedure is elaborated of selling socially-owned enterprises, including the one of assessing its net property.
