Summary/Abstract: The transition of economical and political system started in Yugoslavia far before in other East European countries but was abandoned alter political crises 1968-71. In such a way material stimulation was brought into economy but state compulsion was preserved in politisc. As result of that, such self-management market economy had created injustices in distribution which arc, in conditions of inherited nacional problems, turned into feeling of "national exploitation". After breaking down of debt crises 1979 national product decreased drastically and differences in regional development were straightened. This situation in addition urged national conflicts and definitively excluded material stimulations as factors of integration of the country'.
